Raymond Johansen with a clear call after the Oslo shootings – VG

NYDALEN (VG) The city council leader in Oslo has a great understanding that people have been worried after the many shooting episodes lately. At the same time, he emphasizes the need for enough police resources in the capital.

– Concern has been my middle name for a long time, even during the pandemic. It is clear that when there are incidents of violence and shooting episodes, there should only be a lack of concern, says Oslo City Councilor Raymond Johansen, standing in the Ministry of Justice.

He has just met with Minister of Justice Emilie Enger Mehl (Sp) and Chief of Police in Oslo, Beate Gangås, where they have discussed the recent shootings in the capital.

Since August 15 has eight people have been shot in six shooting episodes in Oslo – at Skøyenåsen, Trosterud, Brynseng, Vika, Mortensrud and Stovner.

– It was a very good meeting. We talked about the challenges we have in Oslo. Then I emphasized in the meeting the need for enough police resources in Oslo, and a stable predictable framework, Johansen says to VG.

The city council leader points to several factors he believes contribute to such crime in the capital – including living conditions challenges, gang recruitment and drug sales throughout the city. However, he emphasizes that it is worth noting that there is a positive development in the crime picture if you look at the overall statistics.

– But statistics do not help people if they feel insecure anyway.

– Ownership of the public space

Johansen believes that one thing in particular is important to think about for Oslo’s residents:

– A very important message is that security is also created by adult, sober people being present in the public space. Do not leave the public space to everyone else. Walking around and being there, creates a feeling of security for very many.

– The ownership of the public space should be everyone’s. Not just anyone, and it commits us all.

The city council leader believes it is a prerequisite that the police have good knowledge of what is going on on the ground when working against the criminal circles.

– If there is a new one in the week who is going to travel to some of the most demanding areas, they do not have the opportunity to understand what is going on.

– Are there enough police resources in Oslo?

– We must have enough resources. My task can not be to say that now is enough. I think many people who live in some areas feel that it is not enough.

STOVNER: Monday night, October 25, a young man was found shot in the stomach, just across the road from the police station at Stovner.

– Understand that people get worried

The new Minister of Justice is also very pleased with the meeting on Monday, and is left with the impression that the police have full focus on the episodes that have been in the capital recently, says Emilie Enger Mehl.

– I understand that people get worried when you experience shooting in the open street, and I think it is very important to take it seriously. Then it is important to bear in mind that even though there are a few who commit criminal acts, most are law-abiding, and Oslo is safe.

During the meeting, she spoke with the city council leader and the police chief about the importance of the police’s local presence.

SAFE: Minister of Justice Emilie Enger Mehl (Sp) believes Oslo is a safe city.

– And that is one of the reasons why the government is now putting forward 200 million to strengthen the local presence for police throughout the country.

– There must be police who can be there in everyday life, who get important information about what is moving locally and can talk to children and young people, and prevent them from being recruited into a criminal track. Early intervention is incredibly important. Here you have to cooperate with the municipality.

The Chief of Police: Known criminal environments

Chief of Police Beate Gangås is happy that increased resources have now been proposed to the police.

– We always want more resources. It is quite clear that we have capacity challenges when it comes to handling all these incidents. But I am always concerned with using the resources we have in the best possible way, and that we are able to work together.

So far, she can not say much about a possible connection between the shooting episodes lately.

– There is intense work with investigation. The events are different and I do not think I will say more about it until we have the results of the investigation. I can say that in several of the cases there are known criminal environments and lines of conflict we recognize, says Gangås.

– Are you afraid it could go beyond ordinary people on the street?

– Yes, when shooting in public space, it is completely unacceptable, and far beyond what we can tolerate. So it’s a situation we should definitely not have.

COOPERATION: Chief of Police in Oslo, Beate Gangås, says it is important that the entire police district cooperates well.

Gangås says they have registered high activity recently after reopening, and the police have had a lot to do in many areas.

One of the reasons why the police are so concerned that the cases should be solved is to avoid re-settlement and a spiral of revenge, says the police chief.

– Then it is important to cooperate with the municipality on prevention. This is a job the police cannot do alone.
