Regarding the budget and annual fees that a mayor can obtain, the legislation establishes the maximum amount that a councilor can charge, being €108,517.91 gross per year. As can be seen in the ISPA 2022 report, the mayor who earns the most is Jose Luis Martínez-Almeida, first mayor of Madrid, followed by Ada Colau, mayor of Barcelona, being the two mayors whose budget for the gross annual salary exceeds 100,000 euros. On the contrary, Oviedo is the capital whose mayor’s office charges less in gross annual salary, being €22,200.
