Ramzan Kadyrov is said to have stated this during a meeting with commanders and leaders in the Chechen Ministry of the Interior and the National Guard. The meeting must have taken place on 30 December, writes Newsweek.
Kadyrov, who is president of Chechnya and a close ally of Vladimir Putin, goes by the name “Putin’s bloodhound”. He is not known for sparing his powder in his public statements.
Kadyrov suggested killing relatives of criminals for the crimes they committed:

The meeting must have dealt with how the authorities can safeguard the public’s safety during the festive season.
