Jaipur. For the first time after the establishment of the water supply department in Rajasthan, preparations for major changes have begun. Bhajanlal government is preparing this change in PHED according to the new administrative equations of new Rajasthan. Under the ‘Jal Jeevan Mission’ scheme, the responsibility of providing tap water to every house as well as all large and small drinking water schemes is being established anew. The Minister of Water Supply has said that 25 thousand workers will be employed.
Administrative equations have changed after the creation of new districts in Rajasthan. According to the new administrative equations, a new drinking water supply system is ensured. Cadre restructuring of the entire department is now being done by the Water Supply Department. New positions were created according to the need for new areas as well as the expansion of the department and financial and administrative strengthening. According to the agreement received from the Department of Finance, three new positions of Chief Engineers are being created in the Water Supply Department.
Now there will be 11 chief engineers instead of 8 chief engineers.
For the first time in the new model of cadre restructuring, now an officer at the level of Senior Engineer will also be responsible for an administrative role in the Secretariat. A new post was created in the name of Chief Engineer and Additional Secretary. To complete the major projects of Udaipur division, a new post of Chief Engineer has been created for the projects of Udaipur division. Now a Jaika Project Lead Engineer has been created to run Jaika funded projects. According to the order approved by the Finance Department, now there are 11 Chief Engineer posts in the Water Supply Department instead of 8 Chief Engineers.
The posts of Chief Engineers increased from 85 to 130
According to Water Supply and Irrigation Department Minister Kanhaiyalal Chaudhary, the government is going to increase the number of engineers along with other posts in the Water Supply Department cadre restructuring system. Under this, the posts of Additional Chief Engineer were increased from 29 to 39. At the same time, the posts of Superintending Engineers were increased from 85 to 130. The number of executive engineers was increased from 472 to 490.
1671 posts of Assistant Engineer were reduced to 1595 by scissors.
As long as the number of seats for administrative positions has increased, the government has also cut down on the positions of Assistant Engineers. 1671 Assistant Engineer posts were cut down to 1595. But Junior Engineer posts were increased by 57 seats. As per the new cadre restructuring, now additional Chief Engineer Officers will be appointed in Pali, Banswara, Sikar, Jhunjhunu, Sawai Madhopur, Jhalawar, Sriganganagar and Jaisalmer. In the officials and staff plan prepared by the government according to the administrative system in the new areas, after the increase of 76 administrative seats, a large number of technical and administrative staff are to be placed the profession.
Tube wells and drilling units will be placed under Ground Water Department.
Another major change being made in the department is that now tube wells and drilling units are being brought under the Ground Water Department. Only as per the Ground Water Department report, arrangements can be made to install new tube wells and hand pumps. In order to organize all the arrangements, the government has prepared a formula for hiring new posts as well as reducing the posts when the time comes.
Recruitment is also being done for new engineer positions.
However, while five years ago there were only one million drinking water connections in Rajasthan, now under Har Ghar Nal Se Jal Yojana, this number is going to be increased to about one crore ten lakh houses by the end of the this year. For this, the Minister of Water Supply has applied to hire twenty five thousand workers. Along with filling a large number of vacancies, new engineer positions are also being recruited. A cadre restructuring system is being made according to the need to operate and maintain drinking water schemes in the coming period. With the release of DPC list soon, the state government can announce the restructuring of the department as per the new cadre restructuring system.
