Rail Baltica Procurement Plan 2022: Planned contract value to exceed € 2 billion Press release

The procurement plan of Rail Baltica global project for 2022 has been announced, providing an overview of the planned public procurements and time schedule. The total value of the planned contracts will exceed 2 billion euros.

In 2022, the implementers of the Rail Baltica project plan to continue with the next rounds of the already started construction and consolidated procurement of construction materials, as well as new construction procurements will be announced in all three Baltic States. Public procurements will also be announced for the design and construction of the Rail Baltica subsystems – electrification (ENE) and train control and signaling (CCS), as well as for the design and construction of the remaining and joint project on the particularly strategic section of the Rail Baltica core route “Kaunas – Polish border”. The procurement plan also includes other procurements, such as the consolidated procurement for the supply of noise barriers and fences for the project, the procurement for the development of an IT architecture strategy, and others that will be announced during 2022.

The role and strategic importance of Rail Baltica is growing

“Despite external challenges, including the impact of the Covid-19 pandemic and the now devastating and reprehensible war in Ukraine, the Rail Baltica project is moving forward. Construction works are underway in all three Baltic States, and we have signed a contract for the supervision of train control and signaling engineering and works, which allows us to continue preparations for the procurement of design and construction of railway subsystems. The procurement of the construction of the Ulemiste railway station terminal in Tallinn and the surrounding area, as well as the procurement of the construction of the Rail Baltica main route in Latvia is approaching its second stage. a strong commitment, together with partners, to pursue the implementation of Rail Baltica, which is possible with significant financial support from the Connecting Europe Facility. Finally, we continue to apply for additional funding, and we have already received additional funding for priority activities in Latvia and Lithuania from the EU Military Mobility Facility of the Connecting Europe Facility, “says Agnis Driksna, CEO and Chairman of the Board of RB Rail AS.

“Our goal is to build and maintain strong, long-term relationships with our strategic partners from the Baltic States and the EU, including Rail Baltica’s suppliers, which are crucial not only to achieve the project’s ambitious goals but also to realize the potential of the economic corridor,” added Driksna. .

Rail Baltica strengthens its position in the list of EU priority projects – a guarantee for procurement participants

“Rail Baltica is a priority for the European Commission and the Baltic States to strengthen the integration of the Baltic region into the European Union, and the railway connection from Tallinn to Warsaw is a major missing link in the EU transport network. Rail Baltica offers the opportunity to create a new Baltic economic corridor. The project was a priority for the European Commission before 24 February to ensure a modal shift from road to rail and to achieve the goals of the European Green Course and the Sustainable and Smart Mobility Strategy. “Strong European support, including through various funding mechanisms, makes Rail Baltica a secure project and a reliable partner for suppliers and construction companies,” added Ms Trautmane.

A flexible approach to the current geopolitical context and challenges

To date, the Rail Baltica global project is already cooperating with more than 200 Baltic and 50 international partners, and more than 150 active contracts worth more than 900 million euros have been signed.

“Given the challenges associated with Covid-19, the Rail Baltica project has managed procurement activities well and found ways to improve communication with and timely involvement of suppliers. Since February 24, we have faced new challenges with sanctions to reduce project risks. We have carried out a thorough analysis of the Rail Baltica project partners and the necessary constraints in order to secure funding. However, this opens up even more opportunities for companies in other regions, and work is under way to make further improvements in three key areas: procurement and contracting, pricing and co-operation. , however, I believe that we will be able to successfully continue Rail Baltica ‘s procurement activities with improved procurement methods even in volatile market conditions, “said Kristjans Pīrsalu, Head of Procurement at RB Rail AS.

“We also expect our suppliers and future partners to take risk mitigation measures by looking for alternative supply chains to reduce price volatility and other risks,” he added.
