The Environmental Commission of the Megalopolis (CAMe) maintained phase 1 of the environmental contingency for ozone in the Valley of Mexico due to the high levels of contamination that were registered in the southwestern part of the region.
According to the report of the Atmospheric Monitoring System, the air quality is very poor, after reporting ozone concentrations of 162 parts per billion (ppb) and 156 ppb at the Santa Fe and Merced monitoring stations, located in the Cuajimalpa and Cuauhtémoc municipalities of Mexico City.
The Commission explained that the weak wind and intense solar radiation favored the formation of ozone, as well as a high pressure system in the Metropolitan Area.
Contingency phase 1 seeks to reduce people’s exposure to polluted air and reduce the generation of pollutants, so restrictions on vehicles and industry will be activated.
This Wednesday, March 30, they must suspend their circulation, between 5 in the morning and 10 at night:
- Private vehicles with verification hologram 2
Vehicles with type 1 verification hologram whose last numerical digit is 2, 3, 4, 6, 8, and 0, as well as those whose license plate is made up only of letters. - Vehicles for private use with “0 and 00” verification hologram, red gumming, plate finish 3 and 4.
- Private foreign vehicles that do not have a verification hologram or that have a type 1 or 2 hologram, as well as with a red gummed “00” or “0” hologram, plate 3 and 4 termination.
- Units that transport liquefied petroleum gas (trucks and/or semi-trailers) whose license plate is PAR.
- Local or federal cargo vehicles stop circulating between 6:00 and 10:00 a.m., with the exception of those that are in the Self-Regulation Program of Mexico City or the State of Mexico.
- Taxis with verification hologram “1” or “2” that must stop circulating according to the provisions indicated in subparagraphs a) and b) will be subject to the restriction of circulation from 10:00 a.m. to 10:00 p.m.

Electric and hybrid cars are exempt from restrictions, those with ecological registration, hologram “00” or “0” whatever their use, with the exception of vehicles with red rubber, plate 3 and 4 termination.
Vehicles for urgent use will also be able to circulate, to attend to a medical emergency (and includes cars with people who attend the COVID-19 vaccination and who carry an appointment sheet), as well as health sector personnel.
“Taxis can circulate from 5:00 a.m. to 10:00 a.m. on days that are restricted by the Hoy No Circula Program, regardless of the hologram they carry, in order to support the mobility of the population,” CAMe explained.
In addition, urban service vehicles for medical emergencies, health, public safety, firefighters, funeral homes, rescue, civil protection, environmental surveillance and people with disabilities will also be able to operate.
Likewise, school and personal transportation, which comply with the current vehicular verification.
The transportation of waste and hazardous materials; tourism (vans, minibuses and buses) with federal or local license plate; that comply with the verification will also be able to circulate.
Restrictions on industry and services
Fixed sources of the manufacturing industry under federal or local authority that generate ozone precursors must reduce their emissions by 40%.
The Miguel Hidalgo refinery in Tula, Hidalgo, will not operate at more than 75% capacity of the total process; the Francisco Pérez Ríos Thermoelectric Power Plant, also in Tula, should reduce fuel oil consumption by 30%.
Meanwhile, the combustion activities related to the firing of brick, ceramics and foundry in artisan ovens must suspend activities.
LP gas distribution plants must also suspend activities at 20%, except those that have dry disconnection valves for fuel transfer; gas stations must also reduce activity by 20%.
The Environmental Commission of the Megalopolis will evaluate the air quality in the Valley of Mexico and will issue a bulletin at 10 am this Wednesday.
