At the most appropriate moment, the president will present the ideas for a change in the constitution, which his team has been working on since 2019, Vice President Iliana Yotova told bTV on Friday against the background of the changes to the basic law presented by GERB, PP-DB and DPS.
Already in 2019, President Rumen Radev began to look for the “systemic error in the Bulgarian constitution” by initiating consultations on changes to the basic law. This initiative collapsed after the prosecutor’s office, led by Ivan Geshev, illegally published a wiretapped conversation of Radev with the then head of the SJC about the KPCONPI’s investigation against the president.
A year later, Radev again started talking about the need for changes in the constitution, because the lack of an independent judicial system creates dangers. At that time, he was defending positions for the reform of the judicial power, which sound in sync with the now proposed project for changes to the basic law, which Radev declared “illiterate”.
On Friday, Atanas Atanasov commented that the president is free to introduce a “literate” project that has been waiting for four years.
Vice President Yotova explained the delay on the part of the President with the Covid-19 pandemic and his understanding that the debate on constitutional change should be conducted in Parliament.
She says that the idea of an acting prime minister being able to be chosen between the speaker of the National Assembly and the heads of the BNB and the Constitutional Court is directed against the president.
“Someone advised the reformers of the Bulgarian constitution that the abolition of the caretaker government can be done by the Great National Assembly and they chose this palliative way to take power from Rumen Radev,” commented Yotova.
“The measure is against Rumen Radev. They are looking for justifications for the strange formula they are working on. They need an enemy and an opponent,” Yotova also said.
