This was stated by President Rumen Radev, who today participated in an online meeting with representatives of start-up and high-tech companies, organized by the Bulgarian Startup Association (BESCO). It is another meeting of the head of state with representatives of BESCO on joint non-profit projects.
The president noted that the world will be divided more and more clearly into countries that develop technology and thus set the world agenda, and those that are consumers of technology. According to the head of state, the leading issue is where Bulgaria will position itself. “We have to work at a fast pace in order to take our rightful place,” emphasized Rumen Radev.
The President highlighted the potential of innovative young Bulgarians as a great advantage for our country. “They are our most valuable capital and we must think about how to use this talent and create conditions for it to unfold and develop – here in Bulgaria,” he added. According to the head of state, it is necessary to develop a regulatory framework and conditions that guarantee predictability and favor initiative, as well as a purposeful policy in the field of education, with a focus on technology transfer.
“We cannot transform our economy to a high-tech industry with high added value if we do not transform not only the legislation, but also the education system,” Rumen Radev pointed out.
“Bulgaria needs vigorous development and the imposition of new perspectives and ideas. With joint efforts, your vision not only in the field of technology, but also for the social development of the state, will find a quick realization”, the president addressed the participants in the discussion.
Rumen Radev highlighted the role of the Recovery and Sustainability Plan revised by the caretaker government for stimulating the entrepreneurial environment in our country in the “Growth of Bulgaria” section. According to him, as a result, changes will be felt in the ease of creation and liquidation of companies and their more flexible management, and also successful projects will be implemented to support entrepreneurs. A working measure to attract capital would be a fund in which the state supports proven effective investments in entrepreneurship and high technology.
Rumen Radev stressed that our country does not actively take advantage of international initiatives that provide opportunities for investments within the EU and NATO. Participation in international programs, including in the field of defense, would allow the integration of the ideas of Bulgarian technological companies on a global scale and would provide the necessary funds for their implementation.
The President stated his ambition to hold international forums in Bulgaria, at which the beginning of cooperation in the field of start-up and high-tech companies would be set.
During the discussion, the long delay in building an electronic government in Bulgaria was also discussed. According to the head of state, its introduction is directly related to institutional transparency at all levels and, along with the facilitation for citizens, will create an opportunity to be informed about the way public funds are spent in our country.
“We have a lot to catch up with the more developed countries than us, the goals are ambitious, but the most important of them is strengthening statehood. The rule of law, responsible, accountable and transparent governance and freedom of the media are the solid foundation on which the talent of every Bulgarian can be developed. In this process, the emphasis should fall on young people,” concluded President Radev and wished success to the representatives of start-up and high-tech companies.
