Racial Disparities in Child Welfare Interventions: New Analysis Reveals Alarming Trends in NYC

A new analysis of municipal data shows that communities of color often face more interventions from our city’s Administration for Children’s Services.

According to the data collected, although residents of the African-American community only represent about 23 percent of the city’s population, children from this population group were the subject of 38 percent of the reports made to said agency in 2022. And the 52 percent of children were removed from their home without a court order.

Additionally, 41 percent of cases against a father formally filed in family court were against an African American father. While six percent of the cases filed by the agency were against white parents.

The New York Civil Liberties Union says these figures illustrate a rise in racial disparities in family regulation cases handled by the Administration for Children’s Services.

In a statement, the agency indicated that it is working to address these disparities in the city and reduce the number of families who experience child welfare intervention unnecessarily.
