The justice has just challenged the prefectural decree making it compulsory to wear a mask everywhere in Lyon and Villeurbanne. A decision of the administrative court, following a complaint filed by a dark association called “Les Essentialistes Auvergne-Rhône-Alpes”, quite incomprehensible. Indeed, this court order comes as the Covid-19 epidemic, between quarantine in schools and an increase in cases, seems to be at the start of a second wave.
In fact, the upsurge in contamination over the past ten days is real. At the regional level as at the national level where we are now flirting with the bar of 10,000 daily cases.
Wearing a mask: finding a “proportionate response”
This significant increase in positive tests is enough to worry health authorities. The number of hospitalized patients is increasing, as is the number of intensive care admissions.
At the microphone of BFM Lyon, the new ecological mayor of Lyon, Grégory Doucet, declared himself “in favor of wearing a mask when the distance is not respected“. On the side of the prefecture, we are currently studying the possibility of amending the decree so that it is compatible with the remarks of the judges of the administrative court. A new version is thus planned targeting the areas at risk of the agglomeration and certain busy hours.
“There are a number of situations where there is a population density that is permanent, or at least from morning to night. In these areas, it seems to make good sense to impose the mask on the right hours“, Said the mayor of Lyon, campaigning for a“proportionate response“.
If the prefecture has not taken sufficient measures before Tuesday, September 8 at noon, the order will then be suspended, specifies the administrative court of Lyon.
Quarantine in schools: an establishment in the Monts d’Or completely closed
This week, a teacher from a school in the Monts-d’Or tested positive for Covid-19. This is a teacher from the Fromente-Saint-François primary school, in Saint-Didier-au-Mont-d’Or. The whole school should remain closed for 15 days. Time to organize screenings and disinfection of the premises.
Several other schools were affected by the epidemic in these first days of school. In Saint-Priest, a student from the Marius-Berliet school group tested positive on Tuesday. Following the announcement, the 23 students in the class were immediately placed in fourteen. The other 300 students in the school group are expected to return to school tomorrow, Thursday.
Teachers and agents from the Ernest-Renan school group in Villeurbanne were also placed in quarantine following a positive case in an adult. The school remains open, however.
Quarantine in schools: two nurseries also affected
Two nurseries were also affected by cases of Covid-19: the municipal structure Nelly Roussel, also in Villeurbanne, was thus closed. The private Babilou Lyon Vercors nursery, located in the 7th arrondissement of Lyon, has also sealed off part of its premises.
Covid-19: Run in Lyon officially canceled
Moreover, it is now official. The organizers of Run in Lyon announced the cancellation of the race and made an appointment with the runners for 2021. As of July, ASO (Amaury Sport Organization) and the Lyon association Oxygène had announced their intention to postpone the scheduled event. October 4. The government’s decision to extend the ban on events of more than 5,000 people until October 31, published on August 11, therefore comforted them in their choice.
The Lyon Free Bike of September 6 had already been canceled last Friday. Less subject to the question of the public gauge, the Lyon Kayak remains scheduled for September 19 and 20. This is also the case for the Lyon Urban Trail, initially scheduled for March 29. The event was postponed to November 1st, in tandem with its nocturnal little sister (LUT by Night). Just like the mythical SaintéLyon: scheduled for the night of December 5 to 6, it is not yet threatened.
Covid-19: the events of the fall on the wire
The other key events of the Lyon autumn remain just as dependent on the evolution of the health situation. This is the case of the Lyon Fair (postponed from March to October 8-12), reduced from 12 to 5 days. But also the Lumière festival (October 10-18), Equita Lyon (October 28 to November 1) or even Epoqu’Auto (November 6 to 8). Like the Festival of Lights, from December 5 to 8. Its expansion to other districts of Lyon could also make it possible to limit (a little!) The concentrations of crowds.

The government has announced that measures will be implemented in the event of a class or school closure. Childcare arrangements should therefore be offered. Exceptional parental leave could however be considered for parents without solutions. To be eligible, however, three criteria must be met. First of all, whether the closure of the establishment is decided by the Regional Health Agency, the Prefecture or the Rectorate. Then, that neither of the two parents has the possibility of being in telework. And finally, that no other local custody solution is possible.
