Qatar hosting has been heavily criticized from the outset by numerous personalities and organizations, including the human rights movement. Up to four thousand workers from neighboring countries would have died in preparation for the tournament, and migrants from Nepal or India were often not paid on time or paid at all. Concern was also expressed by the LGBT rights movement, because homosexuality is illegal and severely punished in Qatar.

The choice of Qatar as host of the championship was not without controversy. The FIFA leadership has been accused of corruption, the electoral representatives of some South American and African states have received bribes from Qatar. It all led to a large-scale police raid on the headquarters of the International Federation of Football Associations and there was even the threat of a new vote on a possible host.
