The implementation of the “PYRKAL Government Park” project begins. Within the coming week, TAIPED will announce the first tender for the nomination of the company that will undertake the first phase of the relocation of the remaining activities in Dafni Ymitto, in the area of the Hellenic Defense Systems (as the EAS was established in 2014 after the 2004 merger of PYRKAL and the Hellenic Arms Industry).
A second competitive process will follow in the summer for the relocation project, before the big tender for the construction of the “Andreas Lentakis” government park, which will house nine ministries and other public services, is announced – possibly in 2025.
The first competition
First of all, the first competitive budget procedure of 5.8 million euros (plus VAT) will be announced in the next few days, after the decision to undertake the expenditure was taken on Monday by the General Directorate of Financial Services. The contractor will undertake the work of setting up the premises at the EAS group’s factory in Mandra, which will later host the administrative services and the mechanical production equipment department from the former PYRKAL facilities in Dafni Ymitou.
The project includes rearrangements of the office spaces in two buildings of the old EAS facilities in Mandra as well as the production areas, restoration of the floors, air conditioning and other construction works in order for the building infrastructure to acquire the technical characteristics required to receive the equipment from the premises of Dafni and to be functional. The contractor will have 18 months to complete the project.
Summer the second competition
A second tender will follow, which is in the process of maturation and will possibly be announced during the summer with the object of transferring the equipment from the Dafni facilities to those of Mandra. Already at TAIPED they are working on a first draft of the tender documents.
However, according to Ministry of Finance officials, there is no rush as the construction work in Mandra must first be completed before the relocation can begin. The project of the second tender, with a budget of approximately 5 million euros (plus VAT), includes the uninstallation of the equipment from Ymittos, its transport and installation in Mandra, as well as the transfer of some machinery that is not necessary to the EAS facilities in Lavrio .
The creation of the “Andreas Lentakis” park
After the PYRKAL property in the municipality of Dafni-Ymittos is “liberated”, the tender for the construction and operation of the “Andreas Lentakis” government park on the property will follow in 2025, which will be implemented through the Public-Private Partnership (PPP) process ).
The creation of the government park was announced in April 2021 by Prime Minister Kyriakos Mitsotakis. One year later, in May 2022, the Ministry of Finance completed the Strategic Environmental Impact Study (SSE), which had been sent to the Regional Council of Attica and seven public services for their opinion. Finally, two and a half years after the initial announcement, i.e. at the end of September 2023, the Special Urban Planning Plan (EPS) for its creation on the 154.8-acre area of PYRKAL in Ymittos got the “green light” from the competent Directorate of Environmental Licensing of the Ministry of Environment and Energy (YPEN) with the signing of the Decision on the Approval of Environmental Terms (AEPO).
At the PYRKAL site in Dafni, nine ministries (and other public services) will be installed which are currently scattered, mainly in the center of Athens but also in Piraeus, Marousi and Holargos, in a total of 127 buildings of which 107 are leased and the remaining 20 privately owned.
The old industrial buildings
According to AEPO, 25 (out of 91) old industrial buildings will be preserved on the PYRKAL site, which will be restored and protected while new buildings will be added. Based on the proposal that received environmental conditions, a maximum total construction of 148,704 square meters (sq.m.) and a maximum total coverage of 45,257 sq.m. Of the existing building potential, 47,704 square meters are preserved, which cover an area of approximately 27.7 acres, while the remaining square meters concern new construction with a total coverage of 17.6 acres.
The specific sizes form a building factor of 1 for the entire area, which is divided into two sections. In the first, in the area defined as the Urban Planning Center (where the establishment of the Ministries and various agencies is planned) the average building factor is 1.8 and the coverage rate is 60%. From the area of approximately 77 acres (50% of the total area), which is proposed to be occupied by this unit, 40% will be assigned as a land contribution, for the creation of common and public spaces that will connect and expand spatially as well as functionally the free green space.
Museums, conference rooms and leisure spaces
The public areas of the Urban Planning Center include existing buildings that will be preserved as valuable industrial shells, will be restored and will function as museums, conference rooms, etc. In the remaining 77 acres of the area, the general land use category “Open spaces – Urban Green” is determined, including common and public spaces.
The buildable area that will eventually result in the government park will concern approximately 30% of the total area. More generally, based on the Special Urban Planning Plan for the area of the government park, the construction increases by 68% but the coverage decreases by 34% as well as the number of buildings by 67%, with the aim of giving the public free unstructured urban green spaces as and public spaces. A key role in the formation of the percentages is played by the permitted height of the buildings, which will be able to reach 28 meters.
In any case, the objections of scientific bodies and citizens remain as to the effects that the violent and complete evacuation of the Center by the public administration may bring, which has not been properly documented as a necessity and has not been studied in terms of its effects on the alteration of the of the historic center of the city.
