Reason for postponement unclear

Putin’s speech could be about the bogus referendums that the Russian occupation forces are holding next week in four regions of Ukraine. This has been criticized internationally. NATO chief Jens Stoltenberg called the plans “another escalation in the war caused by the Kremlin” at the UN General Assembly in New York.
In the referendum, citizens are asked if they want to join the Russian Federation. If Russia recognizes the areas as Russian territory, it will see any attempt by Ukraine to regain the land as a direct attack on Russia.
