Millions of people are facing extreme hardship and miserable living conditions in Ukraine as a result of Russian airstrikes on critical infrastructure, UN High Commissioner for Human Rights Volker Türk said in a statement.
Since the beginning of October, Russia has been engulfed in intense fire on facilities that supply water, electricity and heating to the civilian population. At least 77 civilians have been killed and 272 injured in the weekly attacks.
The High Commissioner stressed that these attacks raise serious concerns, as international humanitarian law requires that a direct, tangible military benefit derive from an attack on any single object.
Moscow has admitted it is attacking essential facilities and has signaled plans to reduce Ukraine’s combat capabilities and bring Kiev’s leadership to the negotiating table. Kiev considers these attacks a war crime.
