Putin recalled that he met with the leader of China about 40 times.
– We have high expectations for the upcoming negotiations. We have no doubt that they will give a powerful new impetus to the entire spectrum of bilateral cooperation. It is also a great opportunity for me to see a good old friend with whom we are on the warmest terms. We met Comrade Xi Jinping in March 2010 when he came to Moscow at the head of a representative Chinese delegation.
Our first meeting was very businesslike and at the same time sincere and friendly. Personally, this style of communication deeply impresses me. I know that China places great importance on friendship and human relationships. It is no coincidence that the sage Confucius said: “Isn’t it a joy when a friend comes from afar!” We in Russia also highly value these qualities, for us a true friend is like a brother. In this our nations are very similar.
ON RELATIONS BETWEEN BEIJING AND MOSCOW
The President of Russia believes that the relations between the two countries are at their peak today.
– Russian-Chinese relations have reached the highest level in their history and continue to strengthen. In terms of quality, they surpass the military-political alliances of the Cold War era. In them there is no leader and follower, no restrictions and forbidden topics. Our political dialogue has become extremely trusting, strategic interaction has become comprehensive and is entering a new era.
President Xi Jinping and I… have always found time and opportunity to communicate both in various formal formats and in a no-tie environment. One of our priorities is trade and economic partnership. At the end of 2022… bilateral trade doubled to $185 billion. This is a new record. And we have every reason to believe that… the $200 billion mark will be crossed not in 2024, but this year. It is important that in mutual trade the share of settlements in national currencies is growing and our relations are becoming more and more sovereign.
ABOUT THE LONG-TERM PROGRAMS
The Russian leader named the most ambitious joint projects.
– Long-term joint plans and programs are successfully implemented. For example, the Russian-Chinese main gas pipeline “Power of Siberia” on its scale… has become the “deal of the century”. The volume of domestic oil and coal supplies has grown significantly.
With the participation of our specialists, new nuclear power units are being built in China, Chinese companies are actively participating in liquefied natural gas projects, and industrial and agricultural cooperation is being strengthened. Together we explore space and develop new technologies. Last year, our border regions were connected by two bridge crossings over the Amur River, which has long since become the “river of friendship”.
ABOUT RELATIONS WITH PARTNERS
The Russian leader also recalled the structures in which Russia and China work with other partners.
– We actively promote such democratic multilateral structures as the SCO and BRICS, which are becoming more and more authoritative and influential, gaining new partners and friends. The work on combining the construction of the Eurasian Economic Union and the “One Belt, One Road” initiative serves the same purpose. Together with like-minded people, our countries have consistently advocated for the formation of a more just multipolar world order based on international law and not on certain “rules” that serve the needs of the “golden billion”.
Russia and China have consistently worked in the interest of creating a uniform, open, inclusive security system that is not directed against third countries in the region and the world at large. In this regard, we note the constructive role of China’s “Global Security Initiative”, which is in line with Russian approaches in this area.
ON THE CHANGE OF THE GEOPOLITICAL LANDSCAPE
The President of the Russian Federation believes that cardinal changes are taking place in the world.
– The external geopolitical landscape is undergoing cardinal changes. The “Collective West” clings more and more desperately to archaic dogmas, to its elusive dominance, putting the fate of entire countries and peoples at stake. The United States’ policy of dual containment of Russia and China, as well as all those who do not bow to American dictates, is becoming increasingly strident. The architecture of international security and cooperation is being destroyed. Russia is declared an “imminent threat” and China a “strategic competitor”.
ON THE SITUATION AROUND UKRAINE
An assessment was also made of the attitude of the world’s leading players to what is happening in and around Ukraine.
– We are grateful for the balanced line of the PRC in relation to the events in Ukraine, for understanding their background and real reasons. Russia is open to a political-diplomatic settlement of the Ukrainian crisis. But in April 2022. the peace negotiations were by no means terminated by us.
The future of the peace process depends … on the readiness for a serious conversation, taking into account the prevailing geopolitical realities. Unfortunately, the ultimatums addressed to Russia only speak of isolation from such realities and disinterest in finding a way out of the situation.
At the same time, the crisis in Ukraine, provoked and diligently instigated by the West, is the most vivid today, but by no means the only manifestation of the intentions to preserve dominance in the international arena and the unipolar world order.
