Vladimir Putin made an extraordinary speech on Thursday afternoon. During his term, the Russian president referred to Russia’s latest strike in Ukraine, but also to all developments on the front.
This particular speech is of particular importance since it was the first he made after the permission was given to Ukrainian forces to strike Russian territory with missiles given to them by the US, Great Britain and France.
As he mentioned in his speech, Russia launched an attack with a medium-range ballistic missile against a Ukrainian military installation. “Russia launched a medium-range ballistic missile attack on a Ukrainian military installation in response to recent long-range Ukrainian strikes with Western weapons,” Vladimir Putin said in a televised address.
He pointed out that the enemy (Ukraine) failed to hit the targets he wanted in his strikes and emphasized that attacks against Russia with Western weapons will not change the outcome of Russia’s “special operation”.
“We will respond symmetrically”
The Russian leader warned that his country has the right to use weapons against those who use weapons against Russia. In case of “escalation”, Putin continued: “We will respond symmetrically”. In this way, he denied any rumor from Western media that warned that Russia might strike with a tactical nuclear warhead on the territory of Ukraine.
He pointed out that after Ukraine’s recent strikes with long-range missiles, “the region has acquired elements of a global conflict.” He added that Russia will warn citizens if it uses a hypersonic weapon against Ukraine.

Given Putin’s assertion that the conflict is approaching “elements of a global conflict,” what specific diplomatic and/or military measures could the international community implement to de-escalate tensions and prevent the conflict from spreading beyond Ukraine’s borders?
## World Today News: Putin’s Recent Address – A Conversation
Welcome to World Today News. We are joined today by two expert guests to discuss the implications of Vladimir Putin’s recent address in light of the escalating situation in Ukraine.
Joining us are Dr. Maria Petrova, an expert in Russian foreign policy at the London School of Economics, and Colonel James Miller, a retired US Army Colonel with extensive experience in Eastern European affairs.
**I. Escalation and Response:**
Putin stated that Russia launched the missile strike as a “symmetrical” response to recent strikes from Ukraine targeting Russian territory.
* Dr. Petrova, how significant is this rhetoric about symmetry in the context of the ongoing conflict, and what does it suggest about Russia’s future intentions?
* Colonel Miller, considering the authorization of Western long-range missiles for Ukraine, how do you assess the risk of further escalation from both sides?
**II. Defining the Conflict:**
Putin asserted that Ukraine’s attacks with Western missiles have led the region to acquire “elements of a global conflict.”
* Dr. Petrova, is this characterization of the conflict accurate, and what are the potential implications for international involvement if this trend continues?
* Colonel Miller, how does the US and its allies balance its support for Ukraine with the need to prevent a wider war?
**III. Legal and Moral Considerations:**
Putin emphasized Russia’s right to use weapons against those who use weapons against Russia, affirming he would warn citizens in case of a hypersonic weapon deployment.
* Dr. Petrova, how does this stance align with international law regarding the use of force and self-defense, and what are its potential implications for accountability?
* Colonel Miller, what ethical considerations arise when providing arms to a nation potentially becoming embroiled in a larger-scale conflict, especially when hypersonic weapons are involved?
**IV. Looking Ahead:**
* Dr. Petrova, given Putin’s statements, what
possible scenarios do you foresee unfolding in the coming weeks and months?
* Colonel Miller, how do you think the international community should respond to Putin’s address to best mitigate the risk of further escalation and promote a peaceful resolution?
We thank our guests, Dr. Maria Petrova and Colonel James Miller, for their insightful perspectives. The situation in Ukraine continues to evolve, and we will continue to provide informed coverage and analysis here on World Today News.
