“We continue to be in a position where we look at President Putin and think that he actually has the same political goals as before, that is, he wants to take over most of Ukraine,” she said.
According to her, the picture of the war remains “rather bleak.” US intelligence agencies see three possible scenarios in the short term.
A protracted conflict is considered most likely, in which Russian troops will achieve only minor successes. Other scenarios include a massive Russian breakthrough and Ukraine’s success in stabilizing the front lines.
“In short, the picture remains pretty bleak,” Haynes said.
