In addition, Putin explained, the Russian Foreign Ministry and the US Foreign Ministry will begin consultations on the entire range of diplomatic issues between the two countries.

“The Russian Foreign Ministry and the US State Department have started consultations throughout the complex on diplomatic lines. It seems to me that both sides are determined to find a solution,” Putin said, as reported by Anadolu Agency on Thursday (17/6/2021).

He stressed that Moscow and Washington bear a “special responsibility” for global stability as the two largest nuclear powers.

The Russian leader praised Biden’s decision to expand the Strategic Arms Reduction Treaty (START), as well as the next steps in arms control which he said the diplomatic services of the two countries would discuss with relevant agencies involved.

Noting that the two have differences on many topics, Putin said that there is a desire on both sides to understand each other and find solutions.

“The Ukraine conflict was discussed “briefly”, in which the US president emphasized that the solution lies in the Minsk Agreement,” Putin said.

Regarding the possible entry of Ukraine into the NATO alliance, Putin said there was nothing to talk about in this regard.

As for Russia’s “obligations” regarding Ukraine, Putin said Moscow only had an obligation to contribute to the implementation of the Minsk Agreement.

Putin also defended troop deployments near the Ukrainian border, saying they were on Russian soil and that Moscow had the right to hold military exercises anywhere on its territory.
