We are talking about persons who were citizens of the former USSR, as well as their children. In addition, the simplified acquisition of Russian citizenship will also apply to persons who have close relatives in Russia – citizens of the Russian Federation, including those who have relatives “in a direct ascending line” who permanently resided in the territory belonging to the Russian Empire or the USSR within the current border of the Russian Federation ( including Crimea).

The following can be recognized as citizens of Russia:

  • persons born on the territory of the Russian Federation (the territory of the RSFSR) before February 6, 1992;

  • persons whose at least one of the parents on their birthday was a citizen of the former USSR and permanently resided in the territory of the Russian Federation (the territory of the RSFSR);

  • servicemen who took an oath of allegiance to the USSR or the Russian Federation and served as of February 6, 1992 in military units under the jurisdiction of Russia and located in the territories of other states.

It is envisaged that the President of Russia will be able, at his discretion (and not only for humanitarian purposes), to determine the categories of persons who have received the right to a simplified acquisition of Russian citizenship. This will apply to citizens of Belarus, Ukraine, Moldova and Kazakhstan.
