Also, ISW reports that Russian-appointed officials from the temporarily occupied territories of Kharkiv Oblast have begun cooperating with representatives of the self-proclaimed Lugansk People’s Republic, which could indicate Russia’s aim to create conditions for a long-term occupation.
At the same time, ISW analysts consider it unlikely that Russia will succeed in capturing the city of Kharkiv and the entire region. Analysts believe that in the coming days, the Russian army will try to intensify its attacks north of Kharkiv, however, it is unlikely that this will lead to significant territorial gains.
