“The use by the occupying government of the Kharkiv region of images and rhetoric of imperial Russia clearly point to annexation … and this reinforces the preliminary assessment of the ISW that the Kremlin has broader territorial goals than the capture of Donetsk and Luhansk regions or even holding the south of Ukraine,” analysts say .
In addition, analysts report that the Russian-backed occupying authorities in the Kharkiv region have said that the Kharkiv region is “an integral part of Russian soil,” indicating that the Kremlin likely intends to annex part or all of the Kharkiv region.
ISW notes that on July 9, Russian troops did not receive confirmed territorial gains near the city of Kharkov, but continued to attempt likely devastating attacks to thwart Ukrainian counterattacks.
