For several minutes, he criticized Denis Manturov for bureaucratically delaying an order for civil and military aircraft. “Too long, this is taking too long,” said the Russian leader: “What are you reeling from, when will the contracts be concluded?”
The first meeting of the government took place on the same day that Putin replaced the commander of the invasion of Ukraine. In an otherwise upbeat video call broadcast on Russian television, in which the president praised the work of his ministers after their reports, he repeatedly interrupted Manturov. “These 700 aircraft, including helicopters … you need to arrange this with the Ministry of Defense … several enterprises have not yet received any orders,” the Russian head of state said.
Manturov has been a loyal member of Putin’s ministerial team since 2012 and regularly accompanies the president on foreign and domestic visits. Last summer, the minister was tasked with overseeing the Russian arms industry when its shortcomings were exposed by inefficient logistics for the battlefields in Ukraine. As he explained that his ministry had launched a program to produce helicopter engines in St Petersburg that had previously been produced in Ukraine, Putin interrupted, saying the formalities were taking too much time.
As the minister’s public humiliation drew to a close, he promised that he would do his best to expedite proceedings.
But that was apparently not enough for an angry Putin: “No, do it within a month. Do you not understand the situation we are in? It has to be done within a month, not later!”
