After the Second World War, global diplomacy focused on creating an international that would prevent further wars, chaos and anarchy. An important element was the creation of tribunals to prosecute war criminals. The Nuremberg and Tokyo trials reinforced the norm that aggression was the “gravest international crime” for which the leaders of Nazi Germany and Imperial Japan were punished by death.

This aspect is very clearly emphasized in the judgment of the Nuremberg Tribunal: “Start a war of aggression [jeb iekarošanu] is not only an international crime; it is the most serious international crime, which differs from other war crimes in that it embodies the entire common [kara noziegumu] evil.”
