On the eve of the publication of the recording of the conversation with the president about the fate of PMC “Wagner”, the Russian Ministry of Defense released information about the completion of the transfer of weapons and equipment of “Wagner” to the Russian armed forces.
An impressive figure was announced – 2 thousand weapons: T-90, T-80, T-72B3 tanks; rocket systems for volley fire “Grad”, “Uragan”; Pantsir anti-aircraft missile and gun systems; self-propelled artillery installations 2C1 “Carnation” 122 mm, 2C3 “Acacia” 152 mm, 2C5 “Hyacin” 152 mm, 2C4 “Tulip” 240 mm. And also howitzers and anti-tank guns, mortars, armored infantry vehicles, armored personnel carriers, cars, small arms.
20,000 small arms were also handed over. If we take into account that the number of Wagner at the end of the battles for Artemovsk (Bakhmut) in May of this year, experts estimate 20-25 thousand people, then it turns out that the entire private army of Wagner was disarmed, handing over personal weapons – submachine guns, pistols.
Despite this information, no one has yet spoken about the liquidation of PMCs as a class. On the contrary, some “positive” movements of the company’s founder Yevgeny Prigozhin were reported in Moscow, then in St. Petersburg, then in Belarus. It was reported from the field that the points for recruiting candidates for the “Wagnerians” continue to work throughout the country.
It seems that there was also a training camp for the “musicians” in one of the new regions of Russia. And from Belarus came various information about the possible future of PMC. For example, that his fighters will become instructors in the Belarusian army.
The president’s brief retelling of the three-hour conversation with the PMC “Wagner” commanders, presented by the journalists, put the point at i. It became clear that there will be no reformatting of PMC “Wagner”, which would allow to exclude recurrences of the events of June 24. And the blame for this is entirely on Yevgeny Prigozhin.
As the president told, it was Prigozhin who answered “no” to the proposal to conclude contracts with the Ministry of Defense for the “Wagnerians”, after which they would continue to serve the country under these conditions.
Moreover, Prigozhin did it alone, immediately for the entire command council. Although, as the president noted, many of Wagner’s 35 commanders who attended the Kremlin meeting with him nodded in agreement with the logic of the president’s reasoning.
The president put an end to speculation about the future fate of Wagner, pointing out to the correspondent that there is no such thing as a “private military company” in Russian law. The president’s words can be interpreted as follows: while there is no legislative norm in Russia regulating the legal status of the PMC, there can be no “Wagner”.
When necessary, we legislate quickly. There are many examples of this. Well, other legislative initiatives have not been implemented for decades. There are even more examples. It’s just that the legislative vacuum seems to have played a bad joke on Prigozhin’s PMC. This structure operated outside the legal field.
The state, in its own interest, shared a small monopoly on the use of force with the private trader. June 24, 2023 showed what this can lead to, and it is unlikely that the authorities will ever want to repeat the failed experiment.
Unfortunately, there is a huge situational minus in the story with PMC Wagner. The 20,000-strong army of qualified stormtroopers would be very useful today in the SVO zone, when after repelling the advance of the armed forces of Ukraine, the task of completely liberating the new Russian regions and forcing Kiev to peace on our terms will inevitably arise . Now all these tasks will have to be solved by the Russian army without their military assistance.
