Puppy breeding farm discovered illegally operated for over 20 years due to indifference from administrative agencies

A dog breeding farm that has been operating illegally for over 20 years along the Nakdong River in Gangseo-gu, Busan, was discovered by animal groups.

According to ‘Lucy’s Friends’, a union of 22 animal groups on the 18th, about 570 puppies were rescued from an illegal puppy breeding farm in Gangseo-gu, Busan on the 17th.

The organization received a tip about the breeding farm and raided the site. As a result, there was no local government supervision, and hundreds of puppies were living inside the maze-like space full of fur and excrement.

In fact, Gangseo-gu, the district office in charge, appears to have recognized the breeding farm, but has only been imposing compliance fines on unlicensed buildings since 2020, and no separate measures have been taken against the illegal breeding farm.

The organization explained that the owner of the breeding farm has been shipping puppies bred through illegal breeding to auction houses for the past 20 years, and since 2018, after switching to the breeding farm licensing system and issuing a permit for a small breeding farm in nearby Gimhae, Gyeongsangnam-do, he has been selling puppies from illegal breeding farms. did it

In addition, anesthetics and medicines believed to have been used for illegal euthanasia were discovered inside the breeding farm, and it was presumed that illegal artificial insemination, landfilling of corpses, and arbitrary incineration occurred openly here.

The puppies from the breeding farm were able to be rescued by the organization, but their health was very poor. Many of the dogs had diseases that were believed to be late in pregnancy, and fatal infectious diseases were also confirmed.

Lucy’s Friends officials said, “The government’s law revisions and system improvements that have been implemented since 2008 to regulate animal cruelty in puppy mills have already revealed their limitations and their effectiveness is questionable.” They added, “Therefore, the auction house should be immediately abolished and pet consumers should be eliminated.” He emphasized, “The only solution is to prioritize adoption from shelters and improve the legal system so that even if animals are sold, consumers can directly consume them through breeders who conscientiously raise only a small number of dogs.”

Shim In-seop, CEO of the animal protection group Life, said, “The reason illegal business was able to be maintained for decades was probably due to the indifference and incompetence of local government administrations such as Busan City and Gangseo-gu Office.” He added, “Active efforts by the administration are needed to crack down on and eradicate illegal breeding farms.” “It requires attention,” he said.

Meanwhile, these organizations are planning to report the owner of the illegal breeding farm and Gangseo-gu Office to the police for animal protection abuse and dereliction of duty, respectively.
