The province of Puno, is under quarantine against COVID-19 and therefore the Judicial Power, suspended its face-to-face activities. However, that was not an impediment for the secretary of the Third Civil Court of Puno, Sofía Guerra Cabrera, to execute a sentence with the support of more than one hundred policemen in favor of the lawyer Enrique Calmet Choque.
The diligence allowed Calmet Choque to take possession of 12,272 square meters (m2), of an approximate area of 20,000 m2, which is still under the domain of the “Colegio y Politécnico Huáscar”.
The diligence was carried out thanks to a ruling on the delimitation of areas and boundaries issued by Judge Guido Chevarría Tisnado. The ruling was final in the first instance because the regional government and the Attorney General of the Ministry of Education agreed, according to documents, not to appeal the sentence.
Judge Guido Chevarría Tisnado was not present. He was represented by his secretary Sofía Guerra Cabrera. The neighbors were annoyed and tried to prevent the diligence but the school was surrounded by dozens of policemen. The residents of the Huáscar neighborhood were outraged.
“The police do not have the capacity to enforce the quarantine status, but they are diligent to lend themselves to the interests of Calmet,” said Noelia Nina, a resident of the area.
The prosecutor Santiago Molina said that the diligence was curious, since it was carried out without the presence of the defendant and in a planned manner, all in order to benefit Calmet.
Anthony Carcausto, a Huáscar neighborhood leader, said that everything was orchestrated. He recalled that in a week the work begins and they took advantage of the time limit to speed up the execution of the sentence.
The Puno commissioner Hugo Sarzo Vilca said that he signed the order of operations and that he did so because there was a judicial order.
