Pulkovo employees oppose the new bonus system

Almost 800 employees of the St. Petersburg airport Pulkovo signed an appeal to the General Director of the airport terminal management company OOO “Air Gates of the Northern Capital“Leonid Sergeev with a request to cancel the new bonus system. Under the new rules, an employee may lose a third of his earnings if he takes more than two sick days per month.

On February 1, VVSS introduced a “labor participation rate” (KTU) – an indicator of how many hours an employee actually works from the allotted time. If the KTU is more than 92%, the entire bonus will be paid, and if the indicator is lower, only 5% of the main part of the bonus. The main thing is that when calculating the KTU, the validity of the reason for absence from the workplace is not taken into account. Thus, if an employee misses more than two shifts for any reason, he is almost completely deprived of bonuses, which make up about 40% of employees’ salaries.
The “Air Gates of the Northern Capital” told “DP” that the coefficient of labor participation is aimed at the material motivation of employees. “The introduction of a new bonus indicator from March 1 is aimed at encouraging employees who have demonstrated a high degree of involvement in operational activities during the reporting period and, taking into account the continuity of the airport’s production processes, regularly and conscientiously perform their duties,” the company says, recalling that incentive bonuses are a right employer. The conditions, procedure for payment and the amount of bonuses “are the exclusive prerogative of the employer and depend on his needs, requirements and financial and economic condition.”
VVSS also says that it has previously asked the Unified Representative Body of Workers, which represents the majority of airport employees, for an opinion on the new indicator. “The protocol also contains the signatures of the chairmen of the primary trade union organizations SOTSPROF and OPAR, who were present at the meeting of the EPOR, with the note: “Agreed,” the representatives of the air harbor operator indicate.
The leader of the SOTSPROF, Vyacheslav Zhuyko, in an interview with the “DP” confirms that there were meetings and negotiations, but not with him, but with representatives of the Single Representative Body. True, he was nevertheless included in the commission – as a representative of the primary trade union organization.
“There are 12 people sitting in front of me, I’m the only one – everyone votes. People from the council of the labor collective vote that the workers agree with the deprivation of the bonus because they get sick,” says Vyacheslav Zhuyko. According to him, on February 15, an application was already submitted to the transport prosecutor’s office on this issue, but the response from the authority has not yet been received.
As SOTSPROF points out, not only does the labor participation rate not take into account sick leave and time off, this directly affects the most vulnerable categories of workers, such as mothers with young children.
VVSS, in turn, states that in 2022, financial assistance was paid to employees who “find themselves in difficult life situations” in the total amount of 16 million rubles.
