After the agreement on teleworking this summer, the Minister of Transformation and Public Service Amélie de Montchalin has just signed a new agreement, this time on additional social protection for the some 2.5 million civil servants of the State . It was also initialed by all the trade unions including, “icing on the cake” according to the expression of a trade unionist, Solidaires then on the wire Tuesday evening the FSU. A result on which no one would have bet at the start of the discussion, part of the search for majority validation.
This result is all the more notable as the negotiation took place in a tense climate beyond the upheavals caused by the Covid epidemic. This five-year term is the first without any general increase for civil servants.
Open the pension file very quickly
The dissatisfaction is strong even if no one expects a large participation of the agents in the interprofessional day of mobilization of this Thursday at the call of the CGT, FO, Solidaires and the FSU. Added to this are particular tensions in national education, in justice and in health. Several centrals and not the least (CFDT, CGT and FO) must hold their confederal congress in the coming months, which could be agitated for the last two.
The financial argument has of course come into play when civil servants are called upon to elect their representatives at the end of the year, leading to a new weighing of representativeness in the civil service. Agents will be able to immediately benefit from 15 euros in support from their employer, eventually becoming 50% of the cost of their supplementary, for a cost of 900 million euros per year. The unions have clearly understood the interest of notching at least the first part on the eve of the presidential deadline, knowing that the minister has undertaken to open the pension plan very quickly. “I hope that we can conclude a method agreement on the subject as soon as possible”, underlined Amélie de Montchalin.

But the agreement is the result of a negotiation that its actors consider “exemplary”. While the latest texts signed in the private sector (teleworking, training) have no binding value, the ministries will not be able to do less than the January 26 agreement, the unions insist.
“Rather than making deals with one or the other, Amélie de Montchalin sought to unite, without taking us for fools”, explains the representative of one of the federations of civil servants. The result is a final text that bears their mark.
That of the CFDT, which has long demanded additional social protection for civil servants and has particularly insisted on the mechanism of financial solidarity via modulation according to income. That of the CGT, whose minimum care basket project was included in the agreement. That of Force Ouvrière or Unsa, on intergenerational solidarity with retirees. So many points on which the device of the public service of the State will be better saying than that of the private sector.
Decline the agreement in each ministry
But “it’s now that everything begins”, as a representative of the civil servants said. The agreement will indeed have to be broken down in each ministry, knowing that the Interior will be the first, with the Prime Minister’s services, Foreign Affairs and Agriculture, whose current system expires on 1is January 2023. Difficult to imagine, moreover, that the agreement of this Wednesday does not weigh in the negotiations which seem to have been unblocked in the territorial public service and in those which must open to the hospital.
