Collective bargaining for public sector employees in the federal states is apparently not making any progress. The ver.di union therefore began a so-called “wave of warning strikes” today. Actions are taking place in the north throughout the week.
Hamburg is a focus of the current wave of strikes. Work stoppages are expected to take place in several city districts by Thursday. “Employees from the district offices, schools, the fire brigade, the state department for education and advice and the state company for roads, bridges, water bodies as well as employees of Hamburg Service on site are called upon,” said the union. On Tuesday, employees at the construction yards in the Hanseatic city are supposed to stop work. On Wednesday the focus is on the Hamburg Nord district, on Thursday in Wandsbek.
Warning strikes and demonstration in Hamburg-Bergedorf
To kick things off, there was a strike today in the Bergedorf district – especially among employees of the basic security and social affairs departments. Around 700 demonstrators came to a protest march through the district, as NDR 90.3 reported. Entire departments in the district office were closed – this affected, for example, people who wanted to go to the social welfare office. “They come because they are desperate. But we are undersupplied and cannot help enough,” said Navina Matthes from the district office. “We just need more staff.”

Strike wave in Lower Saxony started in Braunschweig
According to ver.di, several hundred state employees in Lower Saxony have stopped work. At a rally in front of the Braunschweig State Theater, which was also on strike, the union counted 300 participants. The employees criticized that the previous collective bargaining rounds had had too little impact on their salaries.
The union announced that employees from the TU Braunschweig, state museums and state libraries, the student union and the road construction administration took part in the work stoppages. Colleagues from the forestry administration also wanted to join in, as did employees of the Oldenburg State Theater.
The wave of strikes is expected to spread to Lüneburg on Tuesday, then to Hanover and Bremen on Wednesday. Stefanie Reich from the ver.di regional district of Lower Saxony/Bremen said there was a massive lack of appreciation for the work in the state’s administrations and companies. The employees are now bringing a suitable response to the lack of offers from employers.

Around 500 people marched from the union hall through the city center in the morning.
On Tuesday, anesthesiologists at the UKSH Lübeck want to stop working in both the early and late shifts. The University Hospital in Kiel will follow on Friday. The union said there could be cancellations of planned clinic appointments – but emergency care was guaranteed.
The state administration of Schleswig-Holstein has also been called on a warning strike. These include, for example, the State Office for Road Construction and Transport including the road maintenance departments, the State Office for Social Services, the State Office for Surveying and Geoinformation and the State Office for Agriculture and Sustainable Rural Development.

Mecklenburg-Western Pomerania: Warning strike at Rostock University Hospital
In Mecklenburg-Western Pomerania, ver.di called on employees at the University Hospital in Rostock to go on strike. Planned, postponeable treatments were largely canceled, as NDR 1 Radio MV reported. However, emergencies would continue to be taken care of. Nevertheless, the announced strike would have a significant impact and would limit operations by around half, said a spokesman for the Rostock University Medical Center.
The last time there was a warning strike in the state’s public service in the northeast was on November 10th – at the university and the university medical center in Greifswald. Ver.di subsequently announced that around 300 employees stopped working there on Friday. In addition, around 450 employees, including the early shift at the University Medical Center, marched through the city as part of a demonstration.

Ver.di is demanding 10.5 percent more income for public sector employees in the federal states, but at least 500 euros more per month. Trainees should be taken on for an unlimited period. The union is also demanding a monthly city-state allowance of 300 euros for Hamburg, Bremen and Berlin. The collective bargaining community of German states described the demands as too high.
The negotiator is Hamburg’s Finance Senator Andreas Dressel (SPD). After the second round of negotiations, he pointed out the difficult budget situation in the states. The third meeting between union representatives and representatives of the federal states is planned for December 7th. The collective bargaining dispute is about the salaries of around 1.1 million public sector employees nationwide. Around 1.4 million civil servants, to whom the result is usually transferred, would also be affected. There had already been warning strikes in the past few days.
