• The new order n ° 2024-1085/PRES/PM/MEF of September 17, 2024 lists the general services of public officials.
It was in June 2024 that the Council of Ministers adopted an order bringing back the salary regulation for the special services of public administration agents. Explanations from the Minister of Economy, Finance and Prospects, Aboubakar Nacanabo, at the time, this order established a salary within the framework of special services that do not fall under the duties of current representatives. This revocation was decided by the Council of Ministers on June 12, 2024, as a result of the misuse and abuse noted in the implementation of these orders and the desire to rationalize the operating costs of the State and its branches. A few months after this decision, the Ministry of Economy submitted a new order to the Council of Ministers defining the provisions for covering the special services of public officials and resource persons. It was 14 August 2024. From the Council’s report, it seems that “this order brings new innovations, compared to the provisions of the two orders that previously governed the same matter. These include, among others: – reducing the number of activities that may depend on wages; – definition of the legal basis for the care of non-administrative persons; – better management of official event organizing committees. The adoption of this order makes it possible to ensure a better operation of public administrations and contribute to the reduction of the operational costs of the State and its numbers,” we read.
Therefore, the general services of the public representatives that are subject to support are known. This concerns, according to the new order n ° 2024-1085 / PRES / PM / MEF of September 17, 2024, the provisions to be in charge of the special services of public officials and resource persons, among others, com -participation in the sessions of September 2024. legislative consultative groups, running trainings and organizing official events [NDLR : lire encadré].
Article 14 of the decree states that the support of the trainer in the context of the training activity pays for both the preparation of the modules, the delivery of the training and the writing of the report. “The level of this support is set at 50,000 FCFA per day and per trainer.” This salary covers the duration of the training activity and is payable after the training report has been submitted.
Conferences, conferences, meetings….
Regarding the organization of conferences, seminars, meetings, forums, conferences and seminars, the order also defines the arrangements for support for assistants and rapporteurs.

The decree states that when the special official event is organized together by several public bodies, a coordination unit can be established. And the number of members of the organizing committee, including the coordination unit, is limited at 30, regardless of the amount of the budget allocated to the activity and regardless of the number of Commissions was established.

And the order states that the support period for the members of the coordination unit is a maximum of 10 days. This period includes preparation, completion and closing time.
What about the people who were invited?
As part of the organization of official national or special events, people who are regularly invited have member status, according to article 25 of the new decree. Therefore, the number of members includes those resource people who were invited. And article 27 states that those resource people who are regularly invited by a competent authority to the activities of public administrations will benefit from support. The rate is set at 15,000 FCFA per day and per person facility.
Support for jury members
Members of selection or debate juries at artistic, culinary, cultural, sports or any other type of competition organized by certain public administrations are covered, according to the table below:
