The INPS Lombardy Regional Directorate, to guarantee the functioning of the Commissions
doctors of the INPS territorial UOC/UOS of Lombardy, immediately requires n. 36
doctors, to whom professional tasks relating to medico-legal investigations should be assigned,
including participation, representing the Institute, in expert operations in the field
of the preventive technical assessment referred to in the art. 445bis of the cpc
The distribution of places will take place based on the Institute’s service needs on all locations
provincial provinces of Lombardy, with the exception of Milan, with particular attention dedicated to
need for doctors for the Provincial Directorate of Brescia, involved in the experimentation
of which to the D. Lgs. 62/2024.
Interested parties are therefore invited to send theirs by November 29th

In the application, the candidate must declare, pursuant to articles. 46 and 47 of Presidential Decree n. 445
from 12/28/2000:
• to have obtained a degree in medicine, specifying the University;
• to have obtained the specialization, indicating the relevant branch;
• to be registered in the medical register, specifying the province and number;
• not to be in any of the following conditions of incompatibility with the performance
of the assignment in question:
➢ chronological age equal to or greater than 75 years;
existence of a permanent employment relationship with
any public or private body;
➢ exercise of the activity of general practitioner affiliated with the NHS at
the province where the assignment is conferred;
➢ carrying out the activity of pediatrician doctor affiliated with the NHS in the province
where the assignment is conferred;
➢ carrying out the activity of an outpatient specialist doctor affiliated with the NHS
in the province where the assignment is conferred;
➢ has ongoing collaborations with law firms in social security and welfare matters e
in any case carries out activities in proceedings that constitute a conflict of interest with
INPS;
➢ owns or holds shares in companies, if any
may constitute a conflict of interest with INPS;
➢ has had previous relationships with the Institute which ended with negative results
to inappropriate professional behavior, which prevented its renewal
contractual;
➢ is, in the context of carrying out healthcare activities, owner, partner or shareholder of
majority, manager, administrator, director, manager of structures, companies,
if this is incompatible with the object of the assignment;
➢ exercise of a role similar to that envisaged in this notice, at
Medical commissions in the social security and/or welfare field even if in the capacity of
Representative of a trade association, regardless of the area
territorial;
➢ exercise of the activity of tax doctor;
➢ carrying out political or administrative tasks at local bodies or entities and/or
national, elected public offices, government positions, parliamentary mandate;
➢ collaboration activities, carried out in any form, with CAF and Patronages;
➢ be accused in proceedings in which INPS appears as the offended party, or who
have been the recipients of criminal convictions, with a ruling that has become final,
for crimes for which perpetual disqualification from public offices is foreseen, i.e
the termination, however named, of the employment relationship.
The candidate must also declare that he is not in any incompatible position
for specific laws, regulations or employment contracts.
In any case, on the date of signing the contract, the candidate is required to terminate
any activity that may be incompatible with the assignment of the assignment.
For the purposes of evaluating priority conditions for the assignment of the assignment, the
candidate may also declare:
➢ to have already performed the functions of an external doctor for medico-legal obligations for the INPS;
➢ to have obtained a suitable position in rankings that have not expired, following
selection carried out by a Public Administration for the assignment of relevant tasks
of forensic medicine.
In the event of equal precedence conditions, the position will be awarded to the candidate with a higher priority
seniority of service as an external INPS doctor or, subordinately, to the candidate with the
younger age.
For the assigned role, which requires a minimum commitment of 25 hours per week, he comes
paid a fee of €35.00 (thirty-five/00), net of VAT if due, calculated
on an hourly basis used to carry out the assigned task, consistently with
planning of activities agreed with the relevant medico-legal coordination bodies.
It is specified that participation in this public procurement notice does not give rise to
no obligation to assign a task by INPS.
The assignment of the task to the doctor by the Institute does not establish any relationship
subordinate work employed by INPS, but rather a relationship of an exclusively nature
freelancer, with full professional autonomy outside of any constraints
hierarchical.
The assignment lasts from the moment of signing until the date on which it takes effect
the entry into service of affiliated doctors, following the publication of the new one
national notice, referred to in art.11, co.5, of the ACN signed on 11 October 2022, or
the placing into service of the medical personnel hired following the procedures referred to in article 9,
co.6, of Legislative Decree no. 62/2024 and, where the aforementioned events do not occur on an earlier date, until
December 31, 2025.
The aforementioned positions are not automatically renewable.
For the entire duration of the assignment, the doctor is prohibited from carrying out technical consultancy
part, and with reference to tasks in progress at the time of signing the
contract which with reference to tasks to be conferred, on behalf and in the interest of private individuals,
which in any case are relevant to the activity of INPS, or official technical consultancy
in judicial proceedings in which INPS is a party to the dispute.
