General objective of the mission
Develop a technical and financial proposal for EF support that best meets the expectations of the Greek Ministry of Health in order to reform and modernize their current public health system.
Specific objectives
- Analyze the intervention proposal identified by the Greek party for the reform and functional modernization of the current public health system(axis 4 of the National Program “Spyros Doxiadis”):
- Relevance of the expected actions in terms of public health
- Feasibility according to the means identified as an indication
- Feasibility in the allotted time
- Develop a coherent Project logical framework by proposing hierarchical objectives, results, activities, risks, schedule, resources.
- Prepare a technical proposal including:
- Details of activities and expertise needs (profile and Q)
- Details of expected results and deliverables
- an implementation schedule with a phasing of the Project according to priority interventions
- Prepare a financial proposal from the detailed budget of the intervention
- Work with the Greek side for full support for the proposals and with DG Structural Reform for the conformity of the proposals

Technical and financial proposal for a Technical Support Project responding to the request and expectations of the Greek Ministry of Health and compatible with the intervention methods of the DG Structural Reform of the European Commission.

The public health system in Greece has been impacted by significant cuts in spending on public health services in recent years. At the same time, it has been faced with multiple challenges such as the economic crisis leading to a sharp increase in the rate of poverty and social inequalities, the aging of the population and the high incidence of chronic degenerative diseases, migration and large flows of refugees, as well as modern environmental change, including climate change.
The COVID 19 pandemic has further worsened the situation, highlighting all the weaknesses and systemic gaps both in logistics and in crisis response and decision support processes.
To face and overcome the consequences of austerity and to defend the health of the population, effective social and health policies have therefore proved necessary. During the period 2013-2020, the Ministry of Health deployed a major health reform effort with the support of the WHO and the European Union in many areas such as primary health care, universal coverage, mental health, pharmaceuticals and national public procurement, leading to several legislative proposals.
With regard to public health issues, the work started in 2016 with the support of a team of WHO public health experts, led to a public health reform in March 2017 including the principles and themes emerging from a national public health strategic plan for 2017-2021 and public health priorities to be addressed.
On the eve of the COVID 19 pandemic, the Greek Ministry of Health introduced Law 4675/2020 for the reform of the public health system which was approved by the Greek Parliament. Among the provisions, the law underlines the public health strategy, and presents the main national public health action plans.
Description of the request
The National Prevention Program (PNP) in public health called “Spyros Doxiadis” was drawn up and approved during the pandemic with an estimated budget of over 658 million euros. It is a five-year plan with the overall objective of improving the health of the population through health promotion, disease prevention and restructuring of health services with an emphasis on the intersectoral.
The Program has 4 strategic objectives, and it is on the 4th objective (axis 4) titled “Reform and functional modernization of the current public health system »That the request for support addressed to the European Union carries. It is part of the major reforms underway (administrative, health and digital).
The technical assistance requested from TSI / DG Reform will actively support the Ministry of Health to modernize and improve the public health system as part of the reform. This corresponds to axis 4 of the “Spyros Doxiadis” Program which is broken down into 7 operational objectives and distinct areas of intervention, for which the Ministry of Health has already identified 27 expected results and has quantified the technical support requested according to a timetable. implementation period of 2 years.
The Ministry has mobilized the public health secretariat who will manage the project and a team of 5 public health experts from the secretariat who will be dedicated to collaboration with the team of international experts. The contribution of Expertise France is strongly desired to intervene in this profound reform of the public health administration system, since EF has participated in recent years in the implementation of the overall reform of public administration in Greece.

Expertise and profile
Public health specialist with:
- University education (master’s degree) in public health (social sciences or medical sciences); postgraduate qualifications (masters, PhD) will be considered a plus;
- 10 years of professional experience in a public administration, a healthcare establishment and / or a university in EU Member States;
- Specific experience:
- Conduct of health context analysis, feasibility studies, or support for strategic decision-making in public health;
- Definition of health policies and programs.
- Health security reform
- Management of health crises, epidemics
Other Criteria
– Perfect knowledge of English and French, written and spoken;
– Prior experience in leading short-term technical assistance missions in an international cooperation framework;
– Previous work experience in Greece
– Sensitivity in the conduct of institutional relations;
– Strong sense of diplomacy.

Place, duration and modalities of execution
The Project identification mission will have an overall duration of 1 month (20 working days), it will be held at the consultant’s headquarters with a (desirable) field visit to Greece (5 days).
Support will be provided by the Expertise France office located in Athens, and the EF coordinator who is very familiar with the context of the administrative reforms underway and the situation of the Ministry of Health.
