At the end of the contact visit of the President of the Health Sector Regulatory Authority (ARS), Dr Lucien Dossou-Gbété to the interim Resident Representative of the World Health Organization (WHO), Dr Jean Kouamé Konan, on Wednesday October 18, 2023, the two personalities announced their intention to undertake the construction of a consolidated partnership model between their two Institutions. The acting WHO Country Representative, Dr Jean Kouamé Konan, accompanied for the occasion by Dr Al Fattah Onifadé, was on the morning of Friday December 29, 2023 at the headquarters of the Health Sector Regulatory Authority. Announced to be a courtesy visit, this initiative, which follows the approach of the ARS dated October 18, is part of the aim of achieving a consolidated partnership between the WHO and the Regulatory Authority .
The visit began with a tête-à-tête which was an opportunity for the two Authorities to exchange pleasantries. A working session will follow which brought together members and resource people from the ARS College, as well as executives from the Institution.
In his introductory remarks, the President of the ARS expressed his satisfaction with the dimension taken by the partnership between the two structures before pointing out that the ARS which is the expression of a political will at the highest level which does not does not get dull, has no room for error. In this, Dr Lucien Dossou-Gbété postulates the need for support from his Institution. Tuning the violins, the interim WHO Resident Representative, after having expressed his congratulations to the Regulatory Body for the excellent work it is doing, wanted to be more pragmatic: “how do we can continue to work with the ARS, as a Regulatory Authority? “.
The expectations of the ARS
The areas on which the ARS expects support from 2024 are clearly defined and shared with the Country Representation. They were also at the heart of the discussions during this working session.
All the major actions that will occupy the ARS in 2024 have been reviewed. These are: the continuous improvement of the quality of care, the development of the annual report on the state of the health sector, the development of the national health map, the framework for the development of digital health, notably the mechanisms of its regulation, the implementation of compulsory health insurance. The major problem of qualified human resources in health has not been forgotten.
The affirmed support of the WHO
The WHO has unequivocally renewed its expression of its desire to support the ARS in its mission. Regarding the quality and safety of care, Dr Jean Kouamé Konan invited the ARS to draw inspiration from the advances in the private health sector which must be safeguarded as achievements. Apart from suggestions, there were also contributions, notably the promise to transmit to the Regulatory Authority, the model annual report on the state of health for the African Region.
Convinced at the end of the discussions, of the quality of the skills gathered within the ARS and their determination to succeed in the mission entrusted to them, the interim WHO Country Representative, in turn, committed to mobilizing all Technical and Financial Partners around the Regulatory Body.
