PSV’s Business with Spartak Moscow Under Investigation: Against Sanctions Rules

PSV’s name has been mentioned in a publication by a research agency Follow the Money. PSV did business with Spartak Moscow last year regarding the transfer of Guus Til. That is against the rules, says the medium.

Til was acquired from Spartak Moscow for three million euros in the summer of 2022. Paying a transfer fee is ‘in violation of the sanctions against Russia’, it said. Following the Russian invasion of Ukraine in early 2022, UEFA imposed various sanctions. Before Til moved to PSV, he played on loan for Feyenoord. That was according to the rules, because there was no transfer fee.

Jaap van Baar, financial director at PSV, has been asked for a response. “None of the stakeholders at Spartak Moscow were blacklisted. We did nothing wrong,” he says. However, the Eindhoven club may run into problems: the Spartak owner is not on the European sanctions list, but is on the American sanctions list.

The KNVB is also included in the research. The Football Association temporarily held part of the three million euros. ‘By managing PSV’s money, intended for Spartak Moscow, the KNVB and its bank have become part of the transaction. The Dutch Football Association is also in danger of getting into trouble with the EU’s deposit ban.’
