The district commander of the PSP of Leiria decreed “an exceptional mobilization of human resources” for the U. Leiria-Sporting game, in the Portuguese Cup, refusing layoffs and admitting the recruitment of off-duty agents.
The commander of the Leiria PSP, Domingos Urbano Antunes, explains that the Portuguese Cup game may “require exceptional management of salary scales”, therefore requiring an exceptional mobilization of human resources.
The commander lists the four “exceptional situations”, namely “not granting exemptions from paid services”, “possibility of escalation on a day off”, “possibility of rest for just one hour or after normal working hours and paid service » and “appointment of non-volunteers”.
According to the service order, to which Lusa had access, the commander justifies these measures with the «increased responsibilities within the scope of his functional competencies, which he must respond to with effectiveness and professionalism».
In a response sent to Lusa, the national management of the PSP states that «it is common to disseminate this type of exceptional guidelines, especially when there are sports policing or events of another nature that require large-scale policing».
According to this security force, some police officers volunteer for this purpose, however, when «the number of volunteers is insufficient to guarantee policing, due to service imperatives and always as a last resort, police officers who did not volunteer are hired».
In recent days, several PSP police officers and GNR soldiers have suffered casualties, which led to the cancellation of the I Liga football game between Famalicão and Sporting on Saturday, as well as other II League matches on Sunday.
