Edy also admitted that he immediately contacted the President Commissioner of PT Pertamina Ahok. At that time, Edy asked about the non-subsidized fuel price issue.

Edy then explained that the change in PBBKB was related to the economic conditions of North Sumatra which experienced a decline in economic growth (PE) during the pandemic.
On March 10, 2020, he said, North Sumatra’s economic growth was still 5.22 percent. At that time, other provinces had already raised PBBKB.
However, North Sumatra and Aceh have not done so. In the regulations, PBBKB can be increased up to 10 percent.
“But at that time I didn’t want to increase it, because it was my foreign exchange reserves as governor. From that regulation it was set to 10 percent. I live when I want to do it, right?” he said.

“In 2020, what do I raise it for, because of my reserves. It should no longer need to be discussed, because it is automatic,” he argued.
In 2021, continued Edy, North Sumatra’s economy will experience a contraction of 1.07 percent. So, he issued a North Sumatra Governor’s Regulation regarding changes in the PBBKB rate specifically for non-subsidized fuels from 5.5 percent to 7.5 percent in the North Sumatra region.
“So [PE] which is 5.22 percent, in 2021 it is minus to 1.07 percent. Where should we find the money to cover this? “Okay, I will increase PBBKB 2.5 percent, we will make a Governor Regulation and then communicate it with Commission C,” he explained.
“Okay, signed by Commission C, I got Rp303 billion. So I still have 2.5 percent more reserves. If this doesn’t catch up again, I will increase it again to 10 percent,” said Edy.
Previously, the North Sumatra Regional Unit Manager for Communication, Relations, & CSR, Taufikurachman, confirmed that the fuel price hike was in line with the North Sumatra Governor Regulation Number 1 of 2021 concerning the Implementation Guidelines for PBBKB.
