Protect orphans from feminicides! – Release

It is necessary to guarantee long-term medical and psychological support for children whose mother has been killed by her spouse, according to a group of deputies.

Last year, 90 women died from the blows of their spouses or ex-spouses. Despite the growing awareness of domestic homicides, the fate of children remains unknown. Indeed, these feminicides engendered 76 new orphan children in 2020, separated from their deceased mother and their imprisoned father. Half witness the murder of their mother.

For these collateral victims, the psychological repercussions are undeniable. If 60% of children who witness domestic violence present post-traumatic stress disorder, this rate reaches 100% in the case of femicide. Isolated after the loss of their mother and the imprisonment of their father, these children do not benefit from any special monitoring or an environment conducive to their development. However, it is necessary to guarantee them long-term medical and psychological support.

In 2014, an unprecedented “feminicide protocol” was implemented in Seine-Saint-Denis. This device is the result of a collaboration between the Observatory of Violence against Women, Social Assistance for Children (ASE), the Seine-Saint-Denis prosecutor’s office and the Robert-Ballanger Hospital in Aulnay- undergrowth. It provides for the emergency provisional placement of children after a feminicide, homicide, or a particularly serious attempt. The children’s health status is assessed and follow-up continues once care is completed. In the spring, this protocol was extended to the Rhône department. We must accelerate its deployment, by increasing the means of staff training, organization of services and funding, so that each child can mourn his mother and rebuild himself without reproducing the violence he has witnessed, or even victim of. .

To better protect and support our children, progress has been made in France. For example, measure 14 of the Grenelle on conjugal violence removed the maintenance obligation of descendants towards the parent convicted of intentional homicide of the other parent. In addition, the June child protection bill provides for the prohibition of the separation of siblings, as well as the systematic assessment of the possibility of taking the child into care from a member of the family. the family or a trusted third party before placement with ASE. We must go further to prevent and improve the daily lives of child victims.

Awareness of the repercussions of feminicides on children is still too slow, as evidenced by the late transition from the status of witness to that of co-victim, in 2018. To protect these orphans, we must accelerate the prevention of domestic violence and take charge of the suffering of these children and strengthen the resources devoted to their protection with the sole aim of guaranteeing their development. No longer let our children face devastating events alone, too heavy for their shoulders. Let’s speed up the protection of our children!
