After the interest shown on this case by Jauns.lv, the conclusion of the commission at the Faculty of Law of the University of Latvia, which was presented to the members of the City Council a few weeks ago, was turned into restricted access information. However, the portal managed to talk to some of the 29 council members who, for obvious reasons, asked not to be mentioned.

The respondents confirmed the information that the evaluation commission has concluded that Uldis Cinkmanis’ bachelor’s thesis is unequivocally to be assessed as plagiarism, while the master’s thesis has significant shortcomings in indicating the sources used in the mandatory references. It should be noted that the omission of references and thus the imposition of a text on its own is far from plagiarism.

Anita Rodiņa, Dean of the Faculty of Law of the University of Latvia, confirmed that a council meeting will take place on February 22, to which Prosecutor Cinkmanis himself has been invited to provide explanations. However, she also predicted that one meeting would not be enough to address this issue, as there is a lot of material and many people will probably want to express their opinion.

“There is no specific draft decision, but the commission has given its conclusions on Cinkmanis’ bachelor’s and master’s theses – for the time being, unfortunately, these are internal accessibility documents that will be available after the final decision of the council. They may not be decisive either, as thinkers can decide in all sorts of ways. All I can say is that every thinker has a great deal of thought about all this and has different views on what to do and what not to do. We have the best specialists in administrative law at the faculty, because it is an administrative process, so I hope that we will be able to weigh those values ​​and decide what is more important in this case. It is the council that grants scientific degrees with its vote, and the council can also take them away, ”says Rodiņa.

Asked if there had been any pressure from the Prosecutor General’s Office, she replied in the negative, but acknowledged that there was still considerable interest in what was happening.

Rodiņa also admits that so far the Faculty of Law has had a rather strict approach to plagiarism. This was also confirmed by Jauns.lv Vice-Rector of the University of Latvia in scientific work Ina Druviete, saying that during the last five years a total of 42 students have been expelled from the university for this reason and a large part is directly from the Faculty of Law.

Rodina says: “Yes, we take it very seriously. Of course, I do not believe that plagiarism is allowed only in the Faculty of Law, but we are quite cruel in demanding that it be respected. If we see that something is being intentionally violated, and especially with regard to plagiarism, then we are really very radical and deducting without hesitation, including the ‘deduction’ of disciplinary sanctions. Unfortunately, the legislation in Latvia is very lenient against plagiarists. For example, in the United States, if a student is smiling at a university, he will no longer be able to study anywhere in America in his life. In Latvia, he can safely move to another educational institution. During the previous semester, we deducted three students who had been writing off during the exam. However, the profession they are learning must be taken into account. ”

Aiga Eiduka, a representative of the Prosecutor’s Office of the Republic of Latvia, said: “Currently, the University of Latvia has not made a final decision, according to our information it will be on February 22. The prosecutor’s office does not officially know the commission’s decision. Uldis Cinkmanis denies plagiarism

For the first time, information about possible plagiarism came to Jauns.lv together with small fragments of materials already at the end of last summer – even before the commission was established at the university. At that time, Jauns.lv addressed several questions to the Prosecutor General’s Office, informing that the portal had received information that a source of information claimed that prosecutor Uldis Cinkmanis had engaged in plagiarism in his 2008 bachelor’s thesis “Supervision of the State Probation Service on Conditionally Sentenced Persons”. that even up to 80%. Among other things, he also used his 2005 master’s thesis “The role of probation in determining and executing a sentence” without reference.

At that time, through the press secretary of the Prosecutor General’s Office Laura Majevska, Jauns.lv received the following answer: “U. Cinkmanis points out that he defended his bachelor’s thesis in 2008, received a positive evaluation and was not recognized as plagiarism. There were already anti-plagiarism programs in that year. to draw conclusions – if his work were plagiarism, then it would have been established already at the University of Latvia. Prosecutor Viktorija Šumska has not got acquainted with the content of U. Cinkmanis’ bachelor’s thesis, therefore it is not possible to comment on these statements in any way. “

The Attorney General stated that no concrete evidence had been received, so he could not comment on the rumors or allegations.

Who is Prosecutor Zincman?

Cinkmanis is a prosecutor of the General Prosecutor’s Office for Organized Crime and other specialized prosecutor’s offices, who has already managed to get involved in several scandals. At the beginning of 2020, the Prosecutor General’s Office informed that Cinkman had been subject to disciplinary action for negligence in the criminal case of former insolvency administrator Maris Spruds. It turned out that the criminal case file contained restricted data (including medical data) on specific individuals. This, in turn, gave Sprūds a reason to apply to the prosecutor for rejection, which Judge Imants Dzenis also satisfied.

At the end of last year, videos were streamed on the Internet, in which Cinkmanis can be seen in an indecent look at the band “Skyforger” concert, as well as before the concert we are very loud and rude in a public place – in the cafe of the concert hall “Gors”.

According to the Prosecutor General’s Office, Zinkmanis’ qualification is assessed as high, he has been entrusted to participate in the training of lawyers on money laundering organized by the Financial Intelligence Service.

Several years ago, using ambiguous visuals, he led a presentation in which students of the Faculty of Law of the University of Latvia were introduced to the work of the prosecutor’s office – for example, a slide with a photograph of an anti-aircraft gun associated with “accusation”. marked as “accused”.

Even then, this presentation earned ambiguous evaluation among both students and faculty.
