Proposed Reassessment of Vehicle Criteria in Low Emission Zones Sparks Debate and Calls for Social Justice

Three associations plead for a reassessment of the agenda and the criteria applied to vehicles in low emission zones (ZFE) which govern the circulation of vehicles deemed to be the most polluting in urban areas.

After the revision of the old cars, it is the turn of the low emission zones (ZFE) to pass to the technical control of the associations. Because by January 1, 2025, all vehicles classified Crit’Air 3 or more will be banned from circulation in five cities including Paris, Lyon, Marseille, Strasbourg and Rouen. In 43 other cities, which will also be subject to the ZFE system, traffic will be prohibited for the most polluting vehicles, according to procedures established by the cities.

A device that questions, while heavy and polluting SUVs will be authorized in these areas, while lighter but older vehicles will be denied access. “There is a misunderstanding among citizens who see polluting SUVs classified in Crit’Air 1 because they are newer, while their much lighter vehicles are classified in category 2 or 3“, says Tony Renucci, general manager of the association Breathe.

This is why the associations are proposing to revise the allocation of Crit’Air stickers by integrating the weight of the vehicles. “It is for the sake of social justice that we propose the establishment of a bonus-malus system. Heavy thermal vehicles over 1400 kg would be downgraded to Crit’Air 2 or 3. And lighter Crit’Air 3 vehicles would have a bonus to Crit’Air 2“, details the president of Respire. A measure that would allow the most precarious families, hit in the wallets by the obligations of the ZFE, to have more time to acquire a less emitting vehicle.

In Paris, the Crit’Air 3 traffic ban has been postponed several times, initially scheduled for July 2022, then July 2023, the date of July 1, 2025 is now on the table. The vote to decide was to be held on June 30, it was postponed due to the riots.

For six months, the associations Breathe, the Mobility Factory et Clean Cities Campaign work together to develop a White Book published this Tuesday and entitled “For healthy and fair EPZs: anticipating the mobility transition”.

In this report, the three associations, which are mobilizing for better air quality in the city, deliver their long and short-term strategy. The opportunity to give concrete measures for current or future EPZs, while the risk of seeing them “empty of their substance” worry.

Today we see that EPZs are crystallizing positions in public debate. These recommendations, intended for the government and local authorities, thus plead for the creation of a unified calendar, which would allow national planning of EPZs. For the associations, this nationally standardized calendar would avoid confusion, make the system more effective and allow better long-term planning.

But that’s not all. In this white paper, the associations recommend “stimulate the second-hand market by relying on professional car fleets“. As the latter are the first buyers of new vehicles, the idea would be for them to invest in new, light and low-polluting fleets, which could be resold on the second-hand market to individuals in the next three to four years. who do not have the means to buy new.This renewal of the car fleet is all the more important since the transport sector is the most polluting in terms of greenhouse gas emissions, as Antoine Dupont points out.

To do this, a “national industrial strategy for the production of light vehicles” is also advocated by the white paper.

Other measures are also recommended, such as the one aimed at “adopt a systematic vision of mobility planning“In other words, the associations plead for a long-term reflection on all types of mobility: alternative transport, bicycles, intermodality.”We need an investment programming law, so that we know how the money will be allocated, what investments will be made to promote public transport“, details Tony Renucci. Last February, Prime Minister Elisabeth Borne announced an investment plan of 100 billion euros by 2040 to promote local rail transport.

So many measures that could give ideas to the Parisian ZFE, which has framed since its establishment in 2015, 77 municipalities included within the A86 motorway. 5.6 million Ile-de-France residents are affected.
