Proposed Change to Conscription Age in Parliament: Impact on Russia’s Armed Forces and Ukraine Conflict

Parliament still needs to approve the proposed change to the conscription age so that it can be applied from next spring.

Russian Defense Minister Sergei Shoigu already indicated last year that such changes could occur. At the time, both the minimum and maximum enlistment ages were proposed to be raised, and observers believed that such a move would increase the strength of the armed forces from the current 1.15 million soldiers to 1.5 million.

Independent media said the new rules could increase Russia’s army by hundreds of thousands of new recruits.
