Proposed Amendment to Parliamentary Election Law Threatens UDMR’s Presence in the Future Legislature

15 PNL MPs and one PSD MP submitted to the Parliament a project to amend the law on parliamentary elections, a project which, if adopted, would threaten the presence of the UDMR in the legislative future.

The legislative proposal aims to amend art. 94, paragraph (2), letter a) of Law no. 208/2015 on the election of the Senate and the Chamber of Deputies, in the sense that:

1. The electoral threshold necessary for entering the Parliament increases for parties from 5% to 7% of the total valid votes cast at the national level.

2. The alternative threshold for entering the Parliament is eliminated, namely obtaining 20% ​​of the total number of valid votes cast in at least 4 constituencies

The initiators of the law say that “in the current international context, Romania needs political and economic stability for the next electoral cycle”, that the increase in the electoral threshold must be achieved “to ensure the formation of stable majorities and governmental stability” and that the alternative threshold is “discriminatory” in the conditions in which the senators/deputies “represent the entire Romanian people, not just in 4 constituencies”.

Although it does not explicitly refer to the UDMR, the legislative proposal could cause the Hungarian formation to remain outside the Parliament. In the current form of the law, if the UDMR does not obtain 5% of the votes, it has at its disposal the electoral threshold that it can reach through the counties where Hungarians represent 20% of the population.

The project is signed by PSD deputy Radu Cristescu and PNL deputies Barcari Rodica-Luminiţa, Burciu Cristina, Cazan Laurenţiu-Nicolae, Cozma Adrian-Felician, Dumitru Florian-Emil, Giugea Nicolae, Hărătău Elena, Molnar Ervin, Morar Olivia-Diana, Muraru Iulian-Alexandru, Özmen Oana-Marciana, Popescu Pavel, Rujan Dumitru, Stângă George-Cătălin, Stoian Maria.

“An accident of democracy”

Former UDMR minister Tanczos Barna said on Wednesday, on Antena 3, that PNL deputy Adrian Cozma, one of the initiators, “is an accident of democracy” and that both he and Radu Cristescu are known for their “anti-Hungarian” messages.

“In the chapter on democracy, they both have a 4”, added the UDMR-ist. In response, Cozma said that “Tanczos Barna has a grade 4 in administration and the guns he was preparing at the Environment”.
