The Municipal Council in Plovdiv will consider a proposal to change the status of a property of 589 square meters on “Branislav Veleshki” Street. The proposal from the administration is to turn the plot of land, on which there is an unusable office building, from public municipal property into private municipal property. In practice, this decision will free the hands of the owners of the building to purchase the land without an auction from the Municipality of Plovdiv, Trafficnews specifies.
The administrative and office building is attached to the back of the Lyuben Karavelov secondary school, and has been uninhabited for more than a decade. The total built-up area of the two buildings towards the center is nearly 500 sq.m.
The owner of the building in question is the company “Lyutiche” EOOD, and the property was purchased by Natasha Ruskova through ČSI. When she bought the building, she contributed it as a non-monetary contribution to the company in July 2015, and 8 days later she sold her share to Minka Dimitrova and Vasil Kostadinov. To date, the sole owner of the company is Minka Dimitrova with 100% participation in the capital.
The plot is used for education, as it used to be in the courtyard of the nearby school. In practice, at the moment, the owners can do almost nothing in the buildings, and there is also no way to buy the land. When the plot is turned over to private municipal property, they can submit an application under Art. 35 of the ZOS, which allows them to buy the land below.
After that, they can change the status or purpose of the plot. Thus, at some point, they could also implement residential development.
During the opening of the renovated building of “Lyuben Karavelov” secondary school, the mayor Zdravko Dimitrov mentioned that it is possible for the Municipality of Plovdiv to buy the building and provide it to the school. However, it is evident that the city authorities have not taken a step in this direction.
