Promoting Access to Property in Very Social Housing in Saint-Denis: New Opportunity for Low-Income Households

“Indeed, as part of its Local Housing Program (PLH), CINOR wishes to promote sales of social rental housing belonging to landlords in the towns of Saint-Denis, Sainte-Marie and Sainte-Suzanne” indicates Cinor

This is financial assistance of €3,000 for current tenants, which will be able to help 100 future buyers who will be identified by the City over a test period of 24 months, and it will be cumulative with the first-time buyer check ranging from 2 500 to 5000€ already offered by the city of Saint-Denis.

“Becoming an owner is the culmination of a lifetime, it is the assurance of having assets to pass on to one’s descendants. This is why the city offers tenants with very low incomes the opportunity to acquire their home in a very expensive price, in proportion to the number of years lived in the accommodation. Housing prices can therefore vary between 4,600 euros and 31,000 euros, excluding notary fees” adds the Saint-Denis town hall.

“Even if the cost of housing is lower, some households still encounter difficulties financing their purchase. Particularly in the face of house prices which increased by 3.5% in the CINOR territory from 2015 to 2019, according to the Observatoire des real estate and land transactions. This is why beyond this help from the City or the new municipal system of the first-time buyer check, CINOR also wishes to support Dionysians in their purchase project with additional financial assistance.”

Through this system, the community wants sales of social rental housing belonging to landlords to be facilitated. To amplify its initiative, it wanted to extend its assistance to Very Social Rental Housing (LTS) belonging to the City. This aid could help 100 future buyers who will be identified by the City over a 24-month test period.


Ericka Bareigts, Mayor of Saint-Denis, declared: “It’s a long-term job because residents often don’t believe
to the LTS system. However, around thirty sales have been signed over a little over a year. Often, they buy and transmit their inheritance directly, in front of the notary and in front of us. It’s very touching because their lives are concentrated in this signature. It is therefore a message of hope that we are sending by signing this agreement. We would like to boost the sale of our more than 300 LTS still on the market, simply boost the dream”

Maurice Gironcel, President of CINOR, told him: “We have the challenge of having decent housing. CINOR can propose for new or old housing operations, the PLH has set the objective of 230 housing units for access to the property per year. We therefore wanted to offer additional assistance of 3,000 euros to pay the notary fees and thus become the owner of your main residence. The objective is to sell around a hundred homes in Saint-Denis, 27 in Sainte -Suzanne and 32 in Sainte-Marie. This is why it is important to work hand in hand to support families.”
