If the countries that make up the Community of Latin American and Caribbean States (Celac) do not denounce the Russian invasion of Ukraine at the summit they will hold with the European Union, on July 17 and 18 in Brussels, it will be a “historical inconsistency.” This is how the organization Promote Ukraine pronounces itself in a letter sent to Celac given the prospect that any reference to war be avoided at the meeting, at the request of Cuba and other nations related to Moscow.
“You cannot criticize colonialism and military interventions in the Americas, and make
a blind eye when the dictator Vladimir Putin does the same in Ukraine,” says the text, signed by the president and founder of Promote Ukraine, Marta Barandiy.
The organization, created in Brussels in 2014 during the demonstrations known as the “revolution of dignity” or Euromaidan and awarded the European Citizen Award in 2022, denounces that “Russia is deeply infiltrated in Venezuela and seeks to expand its influence in Cuba and Nicaragua.” and that this influence on democracy and stability in Latin America should not be underestimated.
“Whether in Europe, Africa or the Middle East, Russia is adept at fabricating ‘frozen conflicts’ and keeping them dormant in order to extract concessions”
“Russia has never been a constructive actor nor does it want to be,” Barandiy says in the letter. “Whether in Europe, Africa or the Middle East, Russia is adept at fabricating ‘frozen conflicts’ and keeping them dormant in order to extract concessions.”
Thus, in his letter he asks the CELAC States to “show leadership” and join the international sanctions against Russia for invading Ukraine. “In the face of such horror, non-alignment is equivalent to siding with the aggressor. On whose side would Simón Bolívar be?” the NGO wonders.
The growing influence of Russia in the region has been evidenced in the latest agreements signed between Moscow and Havana. For former Cuban general exiled in the United States Rafael del Pino, Putin would be using the island for “political blackmail” with his northern neighbor.
Thus, the visit of the Perekop ship, with 500 cadets on board and which will leave this Friday from the port of Havana, would be a first step in a new strategy to test Washington, the former military man assured in a report endorsed by Cuba Siglo 21.
The objective would be, according to the document, “to establish a constant flow of trips to Cuba by air and naval vessels with conventional and nuclear strike capacity that will help Putin to obtain concessions in a theatrical game of political blackmail in which he assumes the role of ‘irrational actor'”.
