Prohibition of Halloween Celebrations in Shibuya, Tokyo to Prevent Potential Riots

Travelers are prohibited from celebrating Halloween Of Shibuya, Tokyo. This is done to prevent potential riots.

Shibuya Crossing is the busiest intersection in the world. There are five crossings that cross 10 lanes of car and bus traffic. This intersection is also considered iconic and is often visited by tourists.

However, the local government wants Shibuya to be a safe spot in Tokyo. That is why the government prohibits people from celebrating Halloween there.

Reported CNNFriday (6/10/2023) Shibuya City leaders have issued an official request to domestic and foreign tourists to maintain their manners and not celebrate Halloween in the area from October 27-31.

“Damage caused by overtourism became serious, resulting in property damage due to drinking on the street, altercations with local residents, and throwing away many empty cans and bottles,” the notice said.

“Apart from that, every year at Halloween, the area around Shibuya Station becomes so crowded that it is almost impossible to move around,” he said.

Given that Japan will only fully reopen its borders to tourism in the fall of 2022, the city is concerned that the influx of tourists looking to party and celebrate in Tokyo will be greater than before the pandemic occurred.

On the other hand, Halloween is popular among young people in Japan. Rather than going trick-or-treating or visiting haunted houses, they celebrate Halloween by partying and drinking.

Shibuya City’s notice specifically addresses concerns that, if the public does not take action, Tokyo could experience dangerous crowds like what happened in Seoul last year.

In the 2022 Halloween tragedy in Itaewon, 156 people died. They were a crowd of revelers crowding the narrow street.

Shibuya has taken several strict measures to try to prevent a similar situation.

Drinking on the streets around Shibuya will be prohibited between 6 p.m. and 5 a.m. during the five-day period leading up to and including Halloween, and liquor stores in the area have also been advised not to sell alcohol during this time.

Additional police and security personnel will also be deployed in the area.

“The streets of Shibuya are not a party place,” said Shibuya Mayor Ken Hasebe.
