PROFESSIONAL INTEGRATION: Côte-d’Or chosen to experience the France Travail system

The Assembly of Departments of France creates a monitoring committee to support the reform of the RSA.

The departments of France create a supervisory committee for the experimental departments

The Ministry of Labor today unveiled the list of 19 Departments that will experiment with the “France Travail” prefiguration project. The candidate Departments had already met last week to agree on the conditions for optimally conducting this trial. The departments of France will create a monitoring committee, the objective of which will be to measure the feasibility of this reform and to gather feedback from the experimental departments, to allow for its eventual generalisation. The ambition shared with the government is to encourage the return to work of the beneficiaries of the RSA.

Departments of France has taken note of the list of Departments chosen by the Government to test support for RSA beneficiaries under France Travail and takes note of it: Aisne, Aveyron, Bouches-du-Rhône, Côte -d’Or, Creuse, Eure, Ille-et-Vilaine, Loire-Atlantique, Loiret, Mayenne, Metropolis of Lyon, Nord, Pyrénées-Atlantiques, Reunion, Seine-Saint-Denis, Somme, Vosges, Yonne, Yvelines.

DF proposes that the non-selected territories who so wish can be associated with the approach and implementation of specific actions.

The Departments play a central role in terms of integration, in particular in favor of the people furthest from the world of work, they have an in-depth knowledge of these segments and provide a localized public service as close as possible to the inhabitants.

DF therefore insisted that the governance of the system should be the subject of a co-prefect/president of department. A letter to this effect had been sent to Olivier Dussopt, Minister of Labour, Full Employment and Integration (see attachment). The government is committed to this and DF welcomes constant dialogue with Olivier Dussopt.

The French departments would like the financial impact of this experiment to be the subject of a law.

The perspective of France Travail as a model of shared governance offers new perspectives. The departments of France therefore wish to participate fully in this reform:

– Lenders and actors, wish to be integrated into a system co-built and co-piloted with the State;
– The relationship with the employers must take into account the local realities of each occupational area and perpetuate the experience acquired by the territories in the structuring and organization of this mission;
– Departments must be able to remain responsible for their rights and duties control policy, which could lead to the reorientation of addressees, or a fine. Again we want to work with the Government so that the sanctions are proportionate and effective for those who do not respect the commitments undertaken to return to the world of work.
– The methods of interfacing one’s IT tools with those of other operators will have to be worked out very quickly: Pôle Emploi, Local Missions, etc. ;
– Financial support to the project, especially to strengthen the human support of each person.

The departments of France will set up a monitoring committee which will bring together the experimental departments and the voluntary departments, not chosen by the ministry. The mission of this committee will be to measure the sustainability and feasibility of this reform, to allow its effective implementation in good conditions, over time and in compliance with the prerequisites desired by the Departments.
