The mayor of Sofia must be proactive and demanding, forcing the state institutions to work actively, said the BSP candidate for mayor of the capital, Mihail Mirchev, at a press conference today at the National Press Club of BTA.

According to him, a powerful structure of the municipal police is necessary, to have neighborhood or district inspectors who know the people and for the people to know them, to create civil patrols to assist the police. Mirchev thinks that it is good to make a criminogenic map of Sofia with the areas with increased risk and victims and that there should be a deputy mayor for security.

Mihail Mirchev noted the refugee crisis as one of the main issues and said that he is a supporter of the “Orban” model. According to him, in our country there are two examples of an adequate response on the subject of refugees – the declaration of the BSP of September 25, which states that an urgent KSNS and coordinated effective actions are needed, and the address of the Holy Synod. Where are the other parties, where is the president, where is the government, he asked rhetorically.

Mirchev also touched on the issue of transport infrastructure and expressed his support for the night transport initiative. What prevents there to be transport on Fridays and Saturdays from 0 am to 5 am, and the metro to work with extended working hours then, he noted. Doychin Kotlarov, who is in the Facebook group of the initiative, noted that they proposed their idea to the municipality, but it was not considered. He joked that even Cinderella had more time to stay at the ball – midnight, while public transport stops earlier.

The candidate for mayor, Mihail Mirchev, also commented on the topic of the garbage plant. According to him, the plant will operate at about 30-40 percent capacity if it processes only Sofia’s garbage, and at about 70 percent if garbage from other cities is also brought in.

Mirchev believes that it is possible to increase the garbage fee, as the municipality must collect the funds for the rehabilitation and depreciation fund. However, the big question, according to him, is not “at the entrance”, but “at the exit” – the fuel produced by the plant, which must enter the furnaces of “Toplofikatsia” in order to reduce the cost price and hence – people’s heating bills. He asked why a parallel project had not been released for the installation required for this and asked how long it would take to wait for this installation. Until then, “Heating” will burn expensive fuel and the bills will not only not decrease, but may also be increased, he commented.

He asked for more information about the other plant – the composting plant and asked if there was an Act 16.
