According to him, if early elections are headed and the current president Rosen Plevneliev forms a caretaker government, the newly elected head of state Rumen Radev should not interfere in its formation, it would be a trap for him.
According to the sociologist, it is clear why the BSP and GERB do not want to form a cabinet within the current parliament, and even if they wanted to, they could not from the Reform Bloc.
“It is clear to the Patriots that if the so-called majoritarian system is introduced, they will look at the parliament from the outside, that is, it is actually an operation to clean up the political trivia with the stabilization of the status quo around one or two central political forces. That is why they will do everything necessary to prevent this scenario in all possible forms,” Ivo Hristov told Darik.
Commenting on the fact that the candidate of the United Patriots for the head of state Krasimir Karakachanov came third in the battle for “Dondukov” 2, the professor commented that he actually won 16 percent of the votes, but still the logic of the presidential elections and the parliamentary vote they differ a lot. For this reason, it is not at all certain that the Patriots will receive the same share of the vote in the National Assembly elections.
“They know it, their competitors know it, everyone knows it, for whatever reason they will try to stop the ball and, if possible, to gain political time as much as possible,” Hristov said.
According to him, it is not certain whether the Patriots will remain united until a future parliamentary vote. “The only thing that brings them together is their electoral weakness individually. A well-calculated calculation that together, based on the resources of the three constituents, combined with the fact that exiting the power configuration immediately makes them political outsiders, keeps them together and will keep them together in a desire to form something like a cabinet. I think they will not succeed, but they will try,” said Prof. Hristov.
When asked which president should form the next caretaker government, the sociologist was adamant that there is no such question and the Constitution has prescribed a clear procedure.
“There is no such discussion. Borisov began to give advice to the acting and elected president as if he were in a position and to explain to them what they should do. There is a Constitution and it is said there: if necessary, if the parliament is to be dissolved – the 43rd The National Assembly is in the middle of its mandate and formally there are no prerequisites for its dissolution, but if it comes to such a thing, the acting president appoints an interim cabinet that has the relevant status and functions according to the Constitution,” he said.
“Rumen Radev formally has no right to interfere in the formation of a caretaker government by Rosen Plevneliev”, explained the sociologist and added:
“Secondly, it is a trap for Mr. Radev for the simple reason that he then has to bear responsibility for this caretaker government. It is such a trap that only a naive person can fall for it. That is, for Radev to be dragged into the bakkies of the outgoing his regime and then for him to collect the negatives and losses from the actions of this office, that is, to bear responsibility for him. When his mandate begins, when he is already president, because he is currently only elected, that is, when he enters into his powers, then he can appoint a new cabinet or make a transformation in the old one”.
