“The error in the 2017 budget of BGN 2.2 billion is intentional. Goranov reduced it by BGN 2.2 billion, and these billions change all relative values. This is in favor of the Ministry of Finance, and therefore there is no doubt that it is done on purpose. It is done to account for better results, because everything is on a table that is easily corrected and no excuses that the time is not enough. It takes 2 hours maximum.” This is what the People’s Representative from BSP Prof. Rumen Gechev told Frog News.
The growth that the rulers have set of 2.5 and 2.7 is 1.5% lower than other Eastern European countries in the EU. Romania has staked 3.7%, Gechev points out.

I told him that the government is elected by telling the voters what growth it will guarantee and what jobs. It is chosen not to do the growth, but to provide the conditions for it. In times of crisis, the recommendations of the Nobel laureates were to increase government spending on consumption, to increase capital expenditures, Prof. Gechev is emphatic.
Goranov has idiotic neoliberal understandings from the last century about withdrawing the state from the economy. All over Europe, the state helps the economy, and we have set a reduction in the cost of state consumption for the next 3 years. Foreign investments for the first 6 months are 18% less compared to this period last year. We are tragic with foreign investments, and the banks will be bursting with money. Banks have no one to give the money to, business is suffocated. This is scary, there is no such country in Europe like ours, commented the expert.
Five billion have not entered service. This is an economic crime. 2.5 billion was earmarked for capital expenditure. The minister explains that 500 million have not been spent. This means that they have not fulfilled the law on the budget, depriving hundreds of Bulgarian companies, Rumen Gechev adds.
He recalls that in the 2016 Budget, 2 million were pledged, which were intended for the stress tests of the banks, and asks: Why did these billions not move in the economy?
Last year they created the Fund of Funds. They collected all European programs in one fund, under one hat. For a year and a half, 777 million euros have been concentrated in this fund. Not a single euro has been spent from this money. They don’t have a deal, an agreement with banks to realize this money. This is a colossal crime to me. From all this, they have the audacity to talk about budget successes – how their income was greater than their expenditure. I say: Your successes in the budget are due to the fact that you deprived the Bulgarian economy of 5 billion. You violate the budget law and all European policies, analyzes Rumen Gechev.
According to him, it is a tragedy that no new debts have been committed: We have a debt of 25%. This is still a tragedy. Instead of withdrawing a 1 billion loan, they are squeezing the Bulgarian economy, and they are keeping the 5 billion as a reserve. They neither take out a loan nor put the money into the economy. The seat belt policy is not working. The Troika – the European Central Bank, the International Monetary Fund, the EC – apologized for getting this policy wrong.
Defense money is more nominal. The increase is mainly for buying fighters. They write that they will buy a new fighter, but they are lying to the citizens. A month ago I was invited to the Parliament of Portugal. From there I found out that our delegation was negotiating to buy 32 year old F16s third hand. Are we increasing the money to pay for a flying aviation museum? Investing 800 million, how will these fighter jets stop the migrant flow from the Middle East?! The ground forces are right, they say: “We, who are supposed to guard the border, are not given a single lev,” notes Prof. Gechev.
They increase money for education. What education?! Kuneva did not reform anything. To take the money from the Armenian, Bulgarian, Jewish children with a GPA of 5.70 and give it to the Gypsies. This is genocide. Where do they pour money? In the universities! We spew lawyers, economists who are 70 percent unemployed. Now they propose to increase spending to spew even more unemployed people. We invest in Bulgarians who graduate here and go to work abroad. Let us use the money to stimulate the children who stay here. We are producing unemployment, the quality of education is falling. We are not doing anything, Prof. Gechev concludes.
