Producer groups and organizations to prepare for the opening of intervention on December 6 – 2024-11-09 14:32:00


Applicants in sensitive sectors and those with at least 20 producers are awarded the highest number of points

Ministry of Agriculture and Food published for public discussion draft Guidelines to apply for intervention II.Ж.3. “Support of producer organizations or producer groups” from the Strategic Plan for the Development of Agriculture and Rural Areas 2023-2027. The draft guidelines can be commented on until November 20.

The opening of the intervention for receiving business plans of groups and organizations is scheduled for December 6. The deadline for applications through the SEU is until 11:59 p.m. on February 20, we read in the draft order of the head of the Managing Authority of the Strategic Plan, Lozana Vasileva. The last date for publication of clarifications regarding the Conditions of Application is 10 January 2025.

The purpose of the financing under the intervention is to promote and establish groups and organizations of producers in the agricultural sector to concentrate the produced agricultural products. Through the intervention, planning activities and adaptation of production in accordance with market demand in terms of quality and quantity are stimulated, as well as reduction of production costs. The intervention will also contribute to increasing the bargaining power of agricultural producers in their relationships with wholesalers and retailers, as well as to achieving better market realization.

The total amount of the grant under the procedure is 12.5 million. euro.

The support is provided for a maximum period of 5 years, but no later than 15.09.2029. on the basis of a submitted application for assistance and a business plan.

For the calculation of the amount of financial assistance, realized production from activities through mediation is not taken into account, with the exception of production realized by groups or organizations of producers recognized in the sectors “Milk and milk products”, “Beef and veal, “Pork “, “Mutton and goat meat” and “Poultry meat”.

It can be seen from the project evaluation criteria that maximum number of points – 30will receive groups and organizations from the “Fruits and Vegetables” sector, and/or the “Livestock” sector, and/or the “Essential Oil and Medicinal Crops” sector.

When at least 20 producers are members of recognized groups and organizations, their project receives 20 points.

If 10 producers participate in the recognized organizations and groups, the points are 5.

A project proposal, in which the exchange of experience and trainings with foreign groups and organizations of the same sector with at least 4 visits to them, also carries 10 points. The visits should contribute to better use of innovation, natural resources, environment and climate.

In the event that two visits to foreign groups and organizations are planned, the points fall to 8.

If the trainings are related to 4 visits to foreign groups and organizations that may not work in the same sector but implement better use of natural resources, environment, climate and innovation, 8 points are added again. Similarly, with 2 planned visits, the bonus drops to 6 points.

Project proposals in which the creation of at least 1 job is planned are awarded 5 points.

When at least 50% of the members of the producer group or organization are farmers between the ages of 18-40, the project receives 4 points.

Also 4 points are awarded when at least half of the members of the recognized groups/organizations meet the criteria for small farmers and have an approved project under the 2014-2020 RDP.

When at least 50 percent of the members are new farmers, the points are 2.

The maximum number of points a project can receive is 71.

The minimum is 15 points.

Written proposals and comments on the above-mentioned documents can be sent until November 20, 2024. (including) to the following e-mail: [email protected] or via SEU, clearly stating the name of the intervention.

Suggestions and comments should be presented in free text, within the e-mail or attached in a separate file in “doc” format.
